Regarding solutions and legal policies related to child drowning prevention in Vietnam, Director of the Department of Children of the Ministry of Labor, Invalids and Social Affairs Dang Hoa Nam said that it is necessary to promote and innovate communication, education, and dissemination of knowledge and skills on child drowning prevention for all levels, sectors, parents, caregivers, children, and students.
Mr. Dang Hoa Nam also said that it is necessary to disseminate guidance documents and communication products to each person, household, classroom, community and through the online environment and press channels; prioritizing community communication, each classroom, each community, each hamlet.
The demand for swimming lessons in the summer is always high.
In addition, review, revise, supplement and complete standards and criteria related to building a safe environment to prevent child injuries and drowning in families, communities and schools to ensure that they are suitable for the actual implementation situation in the locality.
The Director of the Department of Children also emphasized that the urgent task is to complete and standardize the instruction manual on teaching safe swimming to prevent and combat drowning in children and teaching skills to prevent and combat drowning in children, safety in the water environment based on practical experience in local implementation, pilot models and international recommendations; disseminate the instructions nationwide; research and issue instructions on using smart swimming pools, teaching swimming in open water and disseminate them nationwide; research and edit and supplement the regulations to ensure convenience for teaching swimming in schools for schools that have installed swimming pools.
In addition to the above solutions, Mr. Nam suggested strengthening coordination between ministries, sectors and organizations in the work of preventing and combating child drowning, and the network for preventing and combating child drowning. In particular, effectively implementing the inter-sectoral plan for preventing and combating child drowning: "Localities need to strengthen inspections and examinations, promptly detect and immediately eliminate the risks of drowning in children. Inspections and examinations are associated with the responsibility of leaders in preventing and combating child drowning; strictly handle the responsibilities of agencies, organizations, businesses and individuals, especially cases of child deaths due to drowning," Mr. Nam suggested.
Ms. Nguyen Thi Chien - Deputy Director of the Department of Mass Sports, General Department of Sports and Physical Training, affirmed that drowning prevention is not the responsibility of any individual but the shared responsibility of all levels, sectors, families, schools and the whole society. In particular, each ministry, sector, organization, unit, locality, school and family needs to pay attention, invest and implement tasks and solutions suitable to their functions, tasks and practical conditions to join hands and contribute to the work of drowning prevention. For each citizen, grandparents, parents, teachers, students, teenagers and children have the responsibility to actively practice swimming, and at the same time be active propagandists to encourage their families, relatives and friends to practice swimming skills, equip themselves with knowledge and skills to prevent drowning.
The sports sector closely cooperates with the Vietnam Women's Union, the Ministry of Education and Training, the Central Youth Union, and the Central Council of Young Pioneers to guide provinces and cities to increase the organization of cultural, artistic, and sports activities for children and family members to limit the situation of children playing in places with potential risks of drowning, and raise people's awareness and actions on drowning prevention.

On May 28, the Central Council of the Young Pioneers organized two programs related to children. One was the opening program and free swimming class instruction, from 8-11 am on May 28 at the Binh Chanh District Children's House (No. 6, Street 6, Tan Tuc Town, Binh Chanh District, Ho Chi Minh City). The second program took place from 5-7 pm on May 28, at Nguyen Hue walking street (District 1, Ho Chi Minh City), opening the summer and responding to the Month of Action for Children in 2023. The Central Council of the Young Pioneers invited the famous swimmer Nguyen Thi Anh Vien to attend these two important programs.
Director of the Department of Children Dang Hoa Nam said that in the past, the Department of Children also had the idea of inviting famous athlete Anh Vien to participate in communication on drowning prevention for children, in order to inspire children to learn to swim. However, it was not implemented because Anh Vien was busy participating in tournaments at that time.
Currently, when the Central Team Council invited Anh Vien - a famous athlete in the field of swimming to participate in teaching swimming and communicating about drowning prevention, it not only inspired children but also inspired parents to practice sports and improve their health. Thereby, contributing to improving life skills, safe swimming skills, and drowning prevention.
