On March 20, in An Giang province, Deputy Prime Minister Mai Van Chinh worked with An Giang, Dong Thap and Ca Mau provinces on the situation of production and business, construction investment, disbursement of public investment capital, import and export, and difficulties of the provinces.

At the conference, leaders of An Giang, Dong Thap and Ca Mau provinces reported on issues related to organizational restructuring, implementation of key projects and disbursement of public investment capital; development of social housing; elimination of temporary and dilapidated houses; implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, and made proposals and recommendations.
Representatives of the leaders of the Ministries of Finance, Construction, Agriculture and Environment, Industry and Trade, Culture, Sports and Tourism participated in the discussion and clarified related issues.
Secretary of Dong Thap Provincial Party Committee Le Quoc Phong and Secretary of An Giang Provincial Party Committee Le Hong Quang both pledged to remove difficulties and obstacles, mobilize the participation of the provincial political system, businesses and people to achieve the growth target set by the province, contributing to the common goal of the whole country.

Concluding the working session, Deputy Prime Minister Mai Van Chinh assessed that the localities had closely followed and prepared carefully and seriously. Through the self-inspection report and the opinions of the delegation members, the Deputy Prime Minister acknowledged the efforts of the Provincial Party Committees and People's Committees in implementing the Government's resolutions.
Regarding the results, according to the report, all three localities recorded positive signals in the socio-economic development of the locality, reflected in many areas. For An Giang, the industrial production index in February 2025 increased by 9.82% over the same period, Dong Thap increased by 6.87% over the same period, only Ca Mau decreased by 5.05% over the same period. Total retail sales of goods and export turnover both increased over the same period. Tourism flourished.
The provinces have also concretized and implemented Resolution 57, phase 1 of Resolution 18 and national target programs. Public investment disbursement and site clearance have both seen positive changes.

However, according to the Deputy Prime Minister, to achieve the growth target in 2025, the provinces must be determined to strive, and at the same time review the growth target; it is necessary to assign responsibilities, inspect, remove difficulties, and strive to achieve and exceed the growth target in 2025.
Regarding key projects and disbursement of public investment capital, the Deputy Prime Minister requested that allocation be completed by March.
According to the report, the estimated disbursement rate for the first two months of 2025 in Dong Thap reached 10.97%, higher than the national average, An Giang 5.2%, Ca Mau 3.15%. The Deputy Prime Minister requested that localities with low disbursement rates must be determined, resolute, focus on site clearance, and speed up the construction of key national projects and key provincial projects.
The Government and the Prime Minister have issued Official Dispatch No. 16/CD-TTg dated February 18, 2025 and Directive No. 05/CT-TTg dated March 1, 2025 of the Prime Minister on urging public investment disbursement, requesting localities to implement drastically, and places with low disbursement need to focus on leadership and direction.
Regarding the work of eliminating temporary houses: The provinces have also made many efforts, however, they must focus on directing the implementation of the organization of eliminating temporary and dilapidated houses in the area; proactively mobilizing social resources, setting the basic goal of completing the elimination of temporary and dilapidated houses as set out.
Regarding administrative procedure reform and improving provincial competitiveness, the Deputy Prime Minister suggested that Dong Thap maintain its stable position in the rankings; An Giang and Ca Mau strive to create a good investment environment to attract investment, including reducing at least 30% of administrative procedure processing time by 2025; reducing at least 30% of business costs (compliance costs); and creating the most favorable conditions for people and businesses.

Regarding the implementation of Resolution 18, Conclusion No. 126-KL/TW, Conclusion 127-KL/TW on the reorganization of the political system, the Deputy Prime Minister assessed that step 1 of all 3 provinces has done well, and in the coming time, they will continue to thoroughly grasp and reorganize the apparatus, develop a project to reorganize the commune level, and properly manage public assets during the reorganization.
Regarding the recommendations of the provinces, the Deputy Prime Minister assigned the Government Office to synthesize and assign ministries and branches to respond in writing, and report to the Government on issues under the Government's authority.
