On the afternoon of May 5, in Kon Tum province, comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister chaired a direct and online conference with 60 provinces and cities with forests on forest management, protection and forest fire prevention and fighting (PCCCR) in 2023 and the first 4 months of 2024. Attending the conference were comrade Le Minh Hoan, member of the Party Central Committee, Minister of Agriculture and Rural Development. At the Thai Binh bridge, comrade Lai Van Hoan, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of a number of departments, branches and localities attended the conference.

In 2023, 60/60 provinces and cities with forests announced the forest status with a total forest area nationwide of 14,860,309 hectares. The forest area meeting the criteria for calculating the coverage ratio is 13,927,122 hectares, of which special-use forests are 2,198,773 hectares, protection forests are 4,618,453 hectares, and production forests are 7,109,896 hectares. The national forest coverage ratio reached 42.02%. During the year, authorities detected 3,327 violations affecting forests nationwide, a decrease of 597 cases compared to the same period in 2022, with an affected forest area of ​​1,047.8 hectares. In the first 4 months of 2024, authorities detected 650 cases of deforestation, with an affected area of ​​182.2 hectares.

In 2023, there were 310 forest fires nationwide, affecting 674.5 hectares of forest, of which 187 hectares are unlikely to recover on their own. In the first 4 months of 2024, there were 89 forest fires nationwide, with a preliminary estimate of 498 hectares of affected forest, an increase of 25% over the same period in 2023, of which 3 people working to fight forest fires died. The main cause was the impact of the EL NINO phenomenon, with temperatures and hot days higher than the average of many years.

At the conference, leaders of several ministries, branches and localities focused on discussing difficulties and shortcomings in forest management and protection; the impact of weather on forest fire prevention and control work... and at the same time proposed and recommended a number of solutions to effectively implement forest management and protection and forest fire prevention and control work in the coming time.

Concluding the conference, Comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister, requested the Ministry of Agriculture and Rural Development to coordinate with ministries and branches to review and complete the forestry policy system on the basis of the Forestry Law to improve the capacity of forest protection management and fire prevention and fighting to meet the requirements of sustainable forestry development; research and develop policies and remuneration regimes suitable for forest rangers and forest protection forces. Develop mechanisms and policies to facilitate and encourage the participation of individuals, economic organizations, and social organizations at home and abroad in forest management, protection and fire prevention and fighting. Consolidate, maintain and improve the operational capacity of steering committees and commands on forest protection and fire prevention and fighting at all levels; strengthen inter-sectoral coordination mechanisms in forest management, protection and fire prevention and fighting; continue to effectively implement the motto of 4 on-site, 4 ready. Promote the application of science and technology in management, protection and fire prevention and fighting. Increase mobilization of socialized capital from legal contributions and call for sponsorship from organizations, economic groups... to purchase PCCCR equipment.

The Deputy Prime Minister requested the Ministry of Agriculture and Rural Development to strengthen inspection and supervision of forest management, protection, and forest fire prevention and control, promptly detect and handle acts of deforestation; regularly forecast and warn about the risk of forest fires. Localities must effectively manage and protect forests, prevent acts of deforestation and illegal exploitation of forests; review and adjust forest fire prevention and control plans to suit the practical situation.
