Representatives of Victoria State (Australia), Israel Home Guardians Company and Gyeongsangbuk Province (South Korea) shared with The World and Vietnam Newspaper on the sidelines of the Ho Chi Minh City Economic Forum on September 25.

Ms. Naila Mazzucco, Senior Commissioner of Victoria for Southeast Asia (Australia) said that Victoria is a leading state in emissions reduction efforts, enacting laws and committing to a target of reducing emissions by 80% by 2035. Victoria is currently focusing on four main pillars of energy transition and greening. The first pillar is ensuring a renewable energy future, in which Victoria aims to achieve 95% renewable energy by 2035.
“ To achieve this, we are investing in green technologies, promoting the development of Australia’s first offshore wind project, investing in the transport sector to achieve net zero emissions, and looking at the application of hydrogen technology and electric vehicles, which Ho Chi Minh City is also interested in ,” Ms. Naila Mazzucco emphasized.
The second area where Victoria is investing is supporting industry to transition to a green economy, focusing on upgrading and training the workforce of the future, as well as managing how industries meet sustainability goals and ESG standards.
For example, Victoria has invested significantly in key initiatives such as the University of Melbourne’s Net Zero Initiative, which invested $1 million to upgrade facilities and turn the university into a testing ground for low-emission technologies. The third area is supporting households and businesses to transition to a green economy, with one in three Victorian households now having solar power systems.
“ The final area is reducing emissions from transport. This is the second largest source of greenhouse gas emissions in Victoria, and we have developed a number of initiatives to help reduce emissions and move to a net zero emissions transport system. We have been trialling electric and hydrogen buses for three years to assess the data, the impact on the city and passengers,” said Naila Mazzucco. Ho Chi Minh City has also implemented a similar initiative, with nearly a third of its public buses running on electricity and a target of 100% electric buses by 2030 .

Mr. Yoni Sappir, Founder and Chairman of Israel Home Guardians (IHG) expressed his impression of the attitude and determination of the leaders and people of Ho Chi Minh City in promoting industrial transformation. Israel has many interesting practical experiences, such as industrial transformation in agriculture, which requires optimizing many processes such as irrigation, greenhouse temperature control, fertilization process and water quantity. Israel also has a lot of experience in managing electric transportation and distributing public charging stations.
“ Because of the lack of land in Israel, we often have to maintain multi-use land. That is why there are many unique solutions in Israel for energy production, especially renewable energy ,” said Yoni Sappir.
IHG has sent an in-depth document to Ho Chi Minh City with 13 recommendations, covering many pillars such as net zero emissions, circular economy, green finance. For each recommendation, IHG provides a case study from other countries such as Spain, Australia, China and Italy.
Ho Chi Minh City needs to pay attention to some key proposals including: increasing emission reduction, adapting to carbon tax policies, establishing carbon trading markets, accelerating coal phase-out, investing in renewable energy infrastructure, establishing a sustainability fund, supporting food technology and agricultural technology, as food technology and agricultural technology account for about 23% of Vietnam's GDP in 2021.
According to the IHG representative, Vietnam should promote green steel production like Spain is doing. Next is investing in CCS technology, carbon capture and storage in the cement industry, because the cement industry in Vietnam accounts for about 1/3 of greenhouse gas emissions, so our country needs to focus on this aspect. In addition, Vietnam needs to restructure the electric vehicle industry, especially distributing more public charging stations.

Sharing local experiences in industrial transformation, Mr. Lee Seok Hee, Policy Advisor of Gyeongsangbuk Province, Korea emphasized: “ We are promoting the transition to an innovation-based economy by establishing a support system for smart manufacturing innovation, smart factory distribution, 5G testing, and global market penetration with the goal of creating a central industrial complex in Gumi National Industrial Complex ”.
Based on this foundation, the Gumi National Industrial Zone is envisioned as a complex specializing in the semiconductor industry, military supplies and defense, aiming to transform into an innovation-based economy.
Gyeongsangbuk-do's overall management system is based on research. The support policy for small and medium-sized enterprises focuses on building a complete ecosystem by strengthening the science and technology foundation and ensuring global competitiveness.
In other words, Gyeongsangbuk-do Province aims to strengthen science-based and practical support measures that link small and medium-sized enterprises, medium-sized companies, and large corporations in a closed cycle. This process includes research and development (R&D), technology development and commercialization, business and marketing support, and specialized human resource training.
