The above content was emphasized by the Ministry of Education and Training in the official dispatch guiding the implementation of secondary education tasks for the 2024-2025 school year.
Accordingly, the Ministry of Education and Training noted a number of specific issues with the testing and assessment of Literature. Secondary and high schools should avoid using texts and excerpts learned in textbooks as materials for testing and assessing reading comprehension and writing skills in periodic tests.
The request of the Ministry of Education and Training was made to overcome the situation where students only memorize lessons or copy content from available documents.

The Ministry also requires that assessment must be carried out in accordance with regulations, not exceeding the requirements of the program, and periodic testing and assessment must be increased through practical exercises and learning projects.
Schools need to strengthen the construction of question banks and test matrices according to the requirements of the subject program; prepare 9th grade students to get acquainted with the orientation of the entrance exam for grade 10, and 12th grade students to get acquainted with the orientation of the high school graduation exam.
Regarding the use of reference publications, the Ministry of Education and Training noted that schools should direct professional groups and teachers to strictly control the content and not allow reference publications with content that violates Vietnam's sovereignty over seas and islands, cultural traditions, and customs to be used in teaching.
In addition to the above contents, the guidance document of the Ministry of Education and Training also noted a number of other issues such as effectively implementing teaching methods and forms; improving the quality of career education, orientation and streaming; and strengthening conditions to ensure the quality of secondary education.
The Ministry also instructed the Departments of Education and Training to continue to innovate educational management. In particular, the local education sector needs to proactively review and advise the People's Committee to submit to the Provincial People's Council to issue resolutions regulating local policies to ensure conditions for implementing the 2018 General Education Program.
Regarding emulation and rewards, the Ministry of Education and Training requests that the Departments of Education and Training direct secondary education institutions to effectively implement rewards and discipline for students' progress.
Rewards must be implemented in accordance with regulations, be fair, public, transparent, timely, and inspire and motivate students.
In addition, positive disciplinary education measures need to be strengthened to train students' sense of discipline and responsibility towards themselves, teachers, friends, family and community.
