Request to stop sand mining on Red River - Da River because dozens of houses are cracked

After the incident of dozens of houses in Van Hoi village being cracked, Ba Vi district (Hanoi) has proposed that Hanoi city request Phu Tho province to temporarily stop sand mining activities at the confluence of the Red River and Da River.

On the afternoon of May 20, speaking with reporters of Tin Tuc newspaper, leaders of Ba Vi district (Hanoi city) said that in the area of ​​Phu Tho province bordering Ba Vi district (in the areas of Thai Hoa and Phong Van communes), sand mining on the Da and Red rivers is taking place openly and busily.

Dozens of sand dredgers operate at full capacity day and night. Boats waiting to collect sand are anchored tightly around the area where the dredgers are operating.

In addition to affecting the riverbed, changing the flow, causing landslides at the foot of the embankment and cracking the top of the embankment and fence, this sand mining activity also causes cracks in the walls of dozens of households living here.

Sand mining is in Phu Tho province, however, Ba Vi district has not been provided with documents and licenses for sand mining activities (if any) to coordinate management and supervision. This has caused confusion and worry for local authorities and people in the area.

From there, Ba Vi district proposed that the Hanoi People's Committee request Phu Tho province to temporarily stop sand mining on the Da River and the Red River in the area bordering Ba Vi district (if the mine is licensed to operate); Pay attention to preventing and handling cases of illegal sand mining; Recommend that competent authorities organize a specific assessment of the impact of sand mining on flow fluctuations, affecting the landslide situation on the right bank of the Red River in Ba Vi district; Publicize licensing records (if any), assess the impact on the riverbed and banks so that the authorities and people know, coordinate in managing and supervising sand mining in accordance with regulations.

The leaders of Ba Vi district also expressed concern about the fact that dozens of houses are cracked and at risk of collapsing into the river. The latest report on May 14 by the People's Committee of Phong Van commune showed that 42 households in Bai hamlet (Van Hoi village) were affected by cracks in the surrounding walls, houses, and yards, of which 19 houses had cracks ranging from 2 to 13 meters long.

Talking to the press, local people said that when night falls, the Da River is bustling with large numbers of sand-sucking boats. Although people have petitioned many times, they have not received practical and effective solutions from the local authorities.

The leaders of Hanoi also sent a document to Phu Tho province, stating the current situation, existence and violations from sand mining activities on the Da River and the Red River in the border area between the two localities; at the same time, requesting Phu Tho province to take measures to manage the state on sand mining activities to closely coordinate with Hanoi, ensure security and order, prevent natural disasters, prevent and thoroughly handle violations in the area. The leaders of Hanoi requested Phu Tho province to complete before May 20, 2024.

With households being affected by the above sand mining activities, the Hanoi People's Committee requested Ba Vi district to review and strictly handle cases of violations of the law on mineral exploitation; propose solutions to departments and branches; thoroughly clear business and construction material transfer stations along the Huu Hong dike; not to allow new violations to arise, affecting the dike, irrigation works, land and minerals in the area.
