Accordingly, the Hanoi Department of Construction has its functions and tasks re-defined after merging with the Department of Transport as an advisory agency, assisting the City People's Committee in state management of construction investment activities; urban development; urban and rural technical infrastructure (including: Clean water supply (except rural clean water); drainage and wastewater treatment (except on-site wastewater treatment; drainage for agricultural production, salt production); parks, urban trees; urban lighting; cemeteries (except martyrs' cemeteries) and crematoriums; urban traffic infrastructure; underground construction space management; management of shared use of urban technical infrastructure works and rural residential areas); housing; offices; real estate market; construction materials; road, railway, inland waterway transport; traffic safety (excluding the task of testing and granting driving licenses for road motor vehicles).
The organizational structure of the Department of Construction includes 17 departments and equivalent; 6 affiliated public units. The Department of Transport Management and Traffic Safety includes the Office of the City Traffic Safety Committee, performing the functions and tasks of assisting the City Traffic Safety Committee.
After the Central Government completes the review and has a specific plan for the arrangement and reorganization of the National Traffic Safety Committee, Hanoi City will continue to arrange to ensure compliance with regulations.

The Department of Planning and Architecture is a specialized agency under the Hanoi People's Committee, performing the function of advising and assisting the People's Committee in state management of urban and rural planning, architecture and performing a number of tasks on urban management, other powers according to the provisions of law and according to the decentralization and authorization of the People's Committee and the Chairman of the People's Committee.
The Department has legal status, its own seal and account; is under the direction and management of the City People's Committee in terms of organization, staffing and work, and is also under the direction, guidance and inspection of the Ministry of Construction in terms of expertise and profession.
