Punish the investor of the Opal Skyline project for violating the law

On January 5, news from the Office of the People's Committee of Thuan An City said that this unit issued Decision 08/QD-XPHC, signed by Mr. Nguyen Thanh Son, Vice Chairman of the People's Committee of Thuan An City, on administrative sanctions against Ha An Real Estate Investment and Trading Joint Stock Company (Ha An Company, a subsidiary of Dat Xanh Group) of 90 million VND for the act of "Putting construction parts, construction items, and construction works into use without organizing acceptance according to regulations".

According to information from the authorities, the high-rise apartment - commercial service project on Nguyen Van Tiet Street (commercial name Opal Skyline) on Nguyen Van Tiet Street, Lai Thieu Ward, Thuan An City, invested by Ha An Company, is built on an area of ​​over 1 hectare, 2 blocks 36 floors high with 1,530 apartments.

Previously, the Fire Prevention and Rescue Police Department of Binh Duong Province issued a decision to temporarily suspend the operation of the above apartment building due to unsatisfactory acceptance results. The temporary suspension period is from December 4 to January 3, 2024.

Currently, many apartments are occupied even though the project has not been inspected for fire prevention and fighting and does not meet the requirements for residents to move in according to regulations.

With the decision to handle administrative violations, the local government also required the investor to remedy the consequences within 2 months, organize the acceptance of construction parts and items that have been put into use.

Thuan An City People's Committee also requested Ha An Company to strictly comply with the penalty decision. If Ha An Company fails to voluntarily comply within the deadline, it will be forced to comply according to the provisions of law.

Regarding the project, although it does not meet the conditions, it still allows residents to live in. A representative of Dat Xanh Group said that it is creating conditions for residents to construct the interior. This person also informed that the investor is coordinating with contractors and relevant agencies to handle the above issues.

According to the People's Committee of Thuan An City, there is another apartment building in the area, the Eden Thuan An high-rise residential project, which does not ensure fire safety and rescue, and is currently suspended from operation according to the decision of the Fire Prevention and Rescue Police Department of Binh Duong Provincial Police from July 21, 2023.

Violation scandal

Ha An Real Estate Investment and Trading Joint Stock Company (a subsidiary of Dat Xanh Group) is also one of the names "named" by the authorities in Dong Nai province for many violations in the process of project development business.

As Nguoi Dua Tin has reported, Ha An Company is the investor of the Gem Sky World project in Long Thanh district, Dong Nai province. This project has been involved in many controversies, with customers constantly hanging banners and complaining to the investor about the delay in handing over houses and land certificates as signed in the contracts.

The authorities required the investor to have a written commitment on the progress and time to complete the procedures to complete the construction of 2 kindergartens, a medical station and legal procedures on fire prevention and fighting.

In addition, in early October 2023, the People's Committee of Dong Nai province signed Decision No. 2276/QD-XPHC to impose an administrative fine of VND 900 million on Ha An Company. The violation was determined to be illegal capital mobilization for the Gem Sky World Project.
