On June 23, in Hanoi, the Ministry of Culture, Sports and Tourism held a Conference to assess the impact of the subjects, criteria, and conditions for awarding the titles of People's Artist (NSND), Meritorious Artist (NSUT) and a Conference to collect comments on the Draft Decree on the Awarding of the titles of People's Artist and Meritorious Artist in the Northern region.

The conference was attended by leaders of the Ministry of Culture, Sports and Tourism, representatives of functional agencies, units and artists.

At the conference, Deputy Director of the Department of Organization and Personnel Nghiem Thi Thanh Nguyet presented a report on the process of developing the Draft Decree on Regulations on Considering and Awarding the Titles of People's Artist and Meritorious Artist.

The draft is built on the basis of closely following the provisions of the 2022 Law on Emulation and Commendation and inheriting the regulations that are suitable for the practical work of considering and awarding the titles of People's Artist and Meritorious Artist regarding the subjects, criteria, processes, procedures, and records prescribed in Decree No. 89/2014/ND-CP, Decree No. 40/2021/ND-CP, adding a new subject "creator of cultural and artistic works" (this is a new subject prescribed in Point b, Clause 1, Article 66, 2022 Law on Emulation and Commendation).

The conference heard many delegates contribute opinions related to regulations on awarding the titles of People's Artist and Meritorious Artist.

People's Artist Trung Hieu, Director of the Hanoi Drama Theater, suggested that in reality, there are many theater festivals. Therefore, the regulation of 2 National Gold Awards for the title of Meritorious Artist and 4 National Gold Awards for the title of People's Artist is somewhat easy. People's Artist Trung Hieu proposed increasing the awards when considering titles to truly improve the quality of titles and have better treatment.

Meritorious Artist Tan Minh, Director of Thang Long Music and Dance Theater, said that the conversion of medals should take into account the specific characteristics of the film industry. According to Meritorious Artist Tan Minh, the Gold Medal for cinema is much more difficult than for theater, and the awarding of titles can be done by establishing a council to consider valuable and widespread works...

Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy said that the 2022 Law on Emulation and Commendation has fundamental changes in the subjects of consideration for awards, adding "Creators of cultural and artistic works", so the Draft Decree on Regulations on Considering and Awarding the Titles of "People's Artist" and "Meritorious Artist" this time was developed by the Ministry of Culture, Sports and Tourism on the basis of: Continuing to perfect the current regulations that are suitable in Decree No. 89/2014/ND-CP and Decree No. 40/2021/ND-CP.

According to Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy, the Draft Decree is still in the period of collecting comments (from May 18 to July 18, 2023). The Ministry requests that agencies and units directly implementing the awarding work at the grassroots Council, ministerial/provincial Council continue to study, make specific contributions to the Draft Decree and send comments to the Ministry of Culture, Sports and Tourism.

Based on the comments, the Ministry will complete the Draft Decree in a scientific, feasible, effective and practical direction to honor artists with outstanding talents in each art form and profession, avoiding the omission of honoring truly talented artists who have made many contributions to the country's culture and art, but still ensuring the provisions of Article 66 of the Law on Emulation and Commendation 2022.
