Minister of Industry and Trade Nguyen Hong Dien has just signed a document directing the review and arrangement of organizational models of units under the ministry towards streamlining, effectiveness and efficiency.
Implementing the conclusion of the Central Steering Committee on summarizing the implementation of Resolution No. 18 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently", the Party Committee of the Ministry of Industry and Trade has agreed on a number of issues.
Market research management operates under a new model
The Ministry of Industry and Trade has a policy to report to competent authorities for consideration and decision on ending the activities of the Party Executive Committee and ending the activities of the Party Executive Committee Office.
At the same time, establish the Party Committee of the Ministry of Industry and Trade directly under the Government Party Committee and perfect the organizations under the Party Committee.

Review and arrange the organizational model of the Ministry's units towards streamlining the internal apparatus for effective and efficient operation. Propose plans to arrange and reorganize the units.
On that basis, the Ministry of Industry and Trade requests that units urgently summarize and report on the implementation of Resolution No. 18. Evaluate the operations and the necessity of maintaining the organization of the unit, and on that basis propose whether or not to continue maintaining the unit.
In case of proposing to continue maintaining the unit, it is recommended to propose a plan to arrange the internal organizational model towards streamlining, effective and efficient operations.
In case of unnecessary assessment, propose a plan for rearrangement and reorganization.
The Minister of Industry and Trade requested research units to contribute comments to the draft Summary Report of the Party Executive Committee on the implementation of Resolution No. 18. Units must seriously and urgently implement and send reports to the ministry before December 8.
To carry out the above tasks, the Ministry of Industry and Trade requests the General Department of Market Management and the Office of the Party Committee to temporarily suspend the recruitment of civil servants and public employees, and the appointment or approval of the policy of perfecting the leadership and management positions of affiliated units. If necessary, it must be reported to the competent authority for consideration and decision.
Temporary suspension of recruitment, consideration of appointment
In the case of reappointment of civil servants and public employees holding leadership and management positions of units, implementation shall be carried out according to regulations.
Other units under the ministry also requested to temporarily suspend recruitment of civil servants and public employees; continue to implement the personnel work process in cases where competent authorities have given opinions on the policy and are implementing the appointment process according to regulations.
Regarding the remaining personnel work, in addition to reappointing leaders and managers according to regulations, the collective leadership of the units needs to closely and thoroughly review the structure, quantity, and personnel of each unit.
In case it is required by the task or task to consider appointing leaders and managers of the unit, it must be reported to the Party Executive Committee and the Ministry's leadership for consideration and comments before implementation.
The General Department of Market Management is a vertical industry model.
Previously, the market management force operated under the local model. However, from August 10, 2018, the Prime Minister signed and issued Decision 34 stipulating the functions, tasks, powers and organizational structure of the General Department of Market Management under the Ministry of Industry and Trade.
The General Department of Market Management is organized into a vertical system from the central to local levels, ensuring the direction, leadership and administration of the Minister of Industry and Trade according to the principle of centralized unity.
The General Department's apparatus at the central level is streamlined on the basis of upgrading and perfecting the Market Management Department under the Ministry of Industry and Trade, including 6 units: General Department Office, Department of Organization and Personnel, Department of General - Planning - Finance, Department of Policy - Legislation, Department of Inspection - Examination and Department of Market Management. The General Department of Market Management is the only vertical General Department currently not organizing the establishment of public service units.
At the local level, establish a provincial Market Management Department under the General Department, with a district-level Market Management Team under the provincial department instead of the previous model of a Sub-Department under the Department of Industry and Trade.
