On March 3, the Minister of Industry and Trade signed Decision No. 598QD-BCT appointing Mr. Ta Hoang Linh - former Director of the European - American Market Department to hold the position of Director of the Foreign Market Development Department.
The Department of Foreign Market Development was established on the basis of merging the Department of Asia - Africa Market and the Department of Europe - America Market according to Decree No. 40/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade.

According to Decision No. 519QD-BCT issued on February 28 on the regulations on the position, functions and tasks of the Department of Foreign Market Development, from March 1, the Department of Foreign Market Development is an organization under the Ministry of Industry and Trade, performing the function of advising the Minister of Industry and Trade on state management of policies on developing trade, industrial and energy cooperation relations between Vietnam and countries, territories, regions, sub-regions, economic, trade, industrial and energy organizations and international organizations in accordance with the law. At the same time, it is the general focal point of the Ministry of Industry and Trade on foreign affairs activities in the fields of trade, industrial and energy cooperation.
Functions, duties and powers
One is to monitor, research, and analyze developments in the economic situation and policies of foreign markets, advise, and propose strategies, mechanisms, policies, cooperation frameworks, and market development measures.
Monitor and research the political and economic situation, the system of policies and laws on economics, trade, industry and energy, the business systems and practices of countries, territories, regions and sub-regional cooperation mechanisms in charge; to advise the Ministry's leaders on strategic issues, coordinate with relevant units to develop strategies for foreign market development. At the same time, implement policies to develop economic, trade, industrial and energy relations between Vietnam and countries, territories, regional and sub-regional cooperation.
Preside over and coordinate with relevant units to study the needs, tastes, consumer trends, competitive structures and requirements of foreign markets, thereby proposing to the Ministry's leaders policies, mechanisms, policies and measures to strengthen and expand economic and trade relations, industrial and energy cooperation, and export development. Along with that, promote investment in the industry and trade sector, expand input supply for production and export, and maintain a harmonious and sustainable trade balance with countries, territories, regions, sub-regions, international economic, trade, industrial and energy organizations in accordance with the policies, laws and regulations of the State of Vietnam and in accordance with the laws and practices of the host country and internationally.
Synthesize and report to the Ministry's leaders on developments in the economic and trade development situation of countries, territories, regions and sub-regions; research, analyze and forecast supply, demand, prices and developments in foreign goods and services markets and propose appropriate policy responses to free trade.

Second, the implementation of cooperation mechanisms, frameworks and agreements.
Preside over and coordinate with relevant agencies to study, propose the establishment and implementation of activities of Vietnam Sub-Committees in Intergovernmental Committees, Joint Committees, Joint Sub-Committees, Joint Working Groups, forums on economics, trade, industry, energy of regional and bilateral cooperation mechanisms between Vietnam and countries and territories in the fields of trade, industry, and energy in the area of responsibility and as assigned by the Minister.
Preside over and coordinate with relevant agencies and organizations to implement mechanisms and policies on international economic integration; disseminate information, disseminate, guide the development of programs and plans, and organize the implementation of Vietnam's international economic integration commitments in accordance with the provisions of law.
Third, on international negotiations and expanding export markets.
Preside over or coordinate with relevant units, participate in research, propose negotiations, draft, negotiate international treaties/international agreements such as agreements, protocols, cooperation agreements on economy, trade, industry, energy as assigned by the Minister and according to the provisions of law, including negotiating new, amending, expanding and upgrading existing international treaties/international agreements, to expand Vietnam's market in countries, blocs of countries, territories, regions, sub-regions; promote cooperation with economic, trade, industrial, energy organizations as assigned to prepare for the Minister or the Government to negotiate and sign cooperation documents.
Coordinate with units within the Ministry to provide opinions to relevant ministries, branches and localities in negotiations and foreign affairs issues related to border gate management.
Fourth, on policy advocacy and removing market barriers.
Research and detect barriers and market protection measures of countries that affect Vietnam's export goods; preside over or coordinate participation in proposing measures to remove barriers and resolve difficulties and disputes in cooperative relations.
Preside over or coordinate with units, agencies and organizations to promote international trade policies, negotiate with foreign countries, and create favorable conditions for Vietnamese goods to be exported to markets of other countries and territories.
Fifth, on foreign affairs in the fields of trade, industrial and energy cooperation.
Carry out foreign affairs activities in the fields of trade, industry, and energy; preside over or coordinate with relevant agencies in contacting and working with relevant foreign partners to exchange information, answer questions, and promote the resolution of disputes, issues, and matters related to economic, trade, industrial, and energy relations with countries, territories, and economic organizations in the assigned market according to the authority or authorization of the Ministry's leaders.
Preside over research and synthesis of assessment information on international and regional organizations, non-governmental organizations, enterprises, industries and individuals with foreign elements; provide information and support units under the Ministry to establish economic, investment, industrial, energy, training, scientific research and technological cooperation relationships with partners with foreign elements.
Organize the implementation of bilateral, regional and sub-regional international cooperation contents within the scope of management of the Ministry.
Coordinate with relevant units of the Ministry in foreign affairs, relations with domestic and foreign information and communication agencies when authorized.
Sixth , on trade and investment promotion, supporting businesses in finding, accessing, expanding and diversifying export markets, and participating in international supply chains.
Coordinate with relevant units and Vietnam Trade Offices abroad to develop orientations for trade promotion in market areas.
Preside over or coordinate with relevant agencies and units in providing information, support, and guidance for Vietnamese enterprises to implement economic and trade policies, trade agreements, and develop import and export of goods with foreign markets;
Provide recommendations and directions for domestic production and business activities to industry associations, enterprises and localities, in order to effectively utilize cooperation frameworks and signed free trade agreements to consolidate and develop export markets, develop production and link production and consumption in the region and globally.
Research and analyze needs, trends, tastes, and competitive situations in foreign markets to provide information and support domestic enterprises in developing competitive advantages and improving their position in foreign markets, establishing distribution systems, improving market penetration, and boosting export turnover.
The organization provides information to businesses, guides Vietnamese businesses in market access strategies, research and development of export products suitable to the needs of foreign markets.
Provide information, support and guidance for foreign enterprises to learn about the environment, opportunities and legal regulations related to production, business and investment activities in Vietnam.
Preside over or coordinate with relevant agencies and units to implement trade and investment promotion activities, market access, trade connection and business connection to develop foreign markets.
Preside over and coordinate with relevant units and organizations to implement business connection activities, promote trade, and boost import and export activities of domestic enterprises in markets within the area of responsibility.
Seventh, on the work of promoting international economic and trade cooperation and promoting exports: Develop publications and documents; organize propaganda, promotion and introduction activities on the environment, policies, potentials, opportunities and investment connections for the development of Industry and Trade, potential export industries, and potential export markets.
Eighth , regarding the direction and management of trade affairs: Preside over or coordinate with relevant units to manage, direct, and guide the Trade Affairs/Trade Representative Department at Vietnamese Representative Agencies abroad in the area of responsibility regarding expertise, profession, and foreign market development policies.
Organizational structure of the Department of Foreign Market Development
The Department's leadership includes a Department Director and Deputy Department Directors appointed, dismissed, transferred, rotated, rewarded, and disciplined by the Minister in accordance with the provisions of law.
The Department of Foreign Market Development is organized into 6 divisions, including: a) General Division; b) European Division; c) American Division; d) Northeast Asia and South Pacific Division; e) Southeast Asia, South Asia and Regional Cooperation Division; e) West Asia and Africa Division. The division is led by a Division Head and Deputy Division Heads appointed, dismissed, transferred, rotated, rewarded, and disciplined by the Minister in accordance with the provisions of law.
Previously, Director of the Department of Foreign Market Development Ta Hoang Linh had worked and held different positions at units under the Ministry of Industry and Trade such as: Multilateral Trade Policy Department, Trade Promotion Agency, and European - American Market Department. From March 3, 2025, in Decision No. 598QD-BCT, the Minister of Industry and Trade appointed Mr. Ta Hoang Linh to hold the position of Director of the Department of Overseas Market Development. |
On the afternoon of March 4, in Hanoi, the Ministry of Industry and Trade held a conference to announce decisions on personnel work. Minister Nguyen Hong Dien chaired the conference. Attending the conference were Deputy Minister Phan Thi Thang, Deputy Minister Nguyen Sinh Nhat Tan, Deputy Minister Nguyen Hoang Long, along with heads of units under the Ministry, heads and deputy heads of units rearranged according to Resolution 18/NQ-TW. At the conference, Director of the Department of Organization and Personnel Tran Quang Huy announced the decision on the appointment of leading civil servants of the Ministry of Industry and Trade. Specifically, Mr. Tran Huu Linh was appointed as Director of the Department of Domestic Market Management and Development. Appoint Mr. Ta Hoang Linh as Director of Foreign Market Development Department. Appoint Ms. Nguyen Thi Lam Giang as Director of the Department of Innovation, Green Transformation and Industrial Promotion. Appoint Mr. Pham Nguyen Hung as Director of Electricity Department. Appoint Mr. Tran Viet Hoa as Director of the Department of Industry.
