The Ministry of Transport has decided to allow vehicles to enter two sections of National Highway 45 - Nghi Son and Nghi Son - Dien Chau through Thanh Hoa and Nghe An from September 1 to facilitate people's travel during the National Day holiday of September 2.

Vehicles allowed to enter the expressway during the temporary operation period include: cars, passenger cars, trucks up to 10 tons with a maximum speed of 80km/h, minimum 60km/h.
According to the Ministry of Transport on September 1, the ministry presided over and coordinated with Thanh Hoa and Nghe An provinces to temporarily put into operation the last 9.7km of the Mai Son - National Highway 45 expressway (from Dong Xuan intersection to the starting point of National Highway 45 - Nghi Son expressway).
At the same time, temporarily exploit the National Highway 45 - Nghi Son and Nghi Son - Dien Chau expressways. These two expressway sections belong to the North - South Eastern Expressway project in the 2017 - 2020 period.
National Highway 45 - Nghi Son
43.28km long, passing through Nong Cong district and Nghi Son town, Thanh Hoa province, the project has a total investment of more than 5,530 billion VND from public investment capital. The project is invested by Project Management Board 2 (Ministry of Transport), starting construction in July 2021.
The starting point of the project is in Tan Phuc commune, Nong Cong district, connecting with the Mai Son - National Highway 45 expressway project; the end point is in Tan Truong commune, Nghi Son town, adjacent to the Nghi Son - Dien Chau expressway section.

National Highway 45 - Nghi Son was put into operation in phase 1 with a scale of 4 lanes (each lane is 3.5m wide), 17m wide roadbed, 16m wide road surface, no continuous emergency lane (only some emergency stops are arranged), designed speed of 80km/h . When completed, this highway section will be expanded to 6 lanes according to the plan, 32.25m wide roadbed, designed speed of 100 - 120km/h.
The National Highway 45 - Nghi Son section has 18 bridges and 2 interchanges entering and exiting the highway, namely Van Thien interchange (connecting National Highway 45 in Nong Cong district) and Nghi Son interchange (connecting Nghi Son - Bai Tranh route). The highlight of the project is the Yen My Lake overpass (Thanh Hoa) with a length of 995.8m.

Nghi Son - Dien Chau Expressway
50km long (Thanh Hoa area 6.5km, Nghe An area 43.5km), Nghi Son - Dien Chau expressway with a total investment of more than 7,293 billion VND from public investment capital. The project is invested by Project Management Board 6 (Ministry of Transport), started construction in July 2021.
This expressway section starts at the National Highway 45 - Nghi Son in Tan Truong Commune, Nghi Son Town, Thanh Hoa Province; ends at the National Highway 7 in Dien Cat Commune, Dien Chau District, Nghe An Province (this is also the starting point of the Dien Chau - Bai Vot Expressway under construction).

In phase 1, Nghi Son - Dien Chau expressway has a scale of 4 lanes (each lane is 3.5m wide), no continuous emergency lanes (only a few emergency stops), 17m roadbed, 16m road surface, designed speed 80km/h. When completed, this expressway section will have 6 lanes, 32.25m roadbed, designed speed from 100 - 120km/h.
The Nghi Son - Dien Chau expressway section has 3 intersections connecting with national highways including: Quynh Vinh intersection connecting with National Highway 48D in Quynh Vinh commune, Hoang Mai town, Nghe An; Quynh My intersection connecting with National Highway 48B in Quynh My commune, Quynh Luu district, Nghe An and the intersection with National Highway 7 in Dien Cat commune, Dien Chau district, Nghe An.

The entire Nghi Son - Dien Chau expressway has 22 bridges including 8 overpasses and 14 bridges on the main route.
The highlight of Nghi Son - Dien Chau highway is the 450m long Truong Vinh tunnel through Mong Ga mountain bordering Thanh Hoa - Nghe An. The tunnel has two 12.5m wide tubes, each tube has 3 lanes.
The National Highway 45 - Nghi Son and Nghi Son - Dien Chau expressway projects are both component projects of the North - South Eastern Expressway Project for the 2017 - 2020 period (including 11 component projects). Initially, these two projects were invested under the public-private partnership (PPP) method but investors were not selected. Therefore, the National Assembly transferred these two projects to public investment.

With the exploitation of the last 9.7km of Mai Son - National Highway 45 (continuing National Highway 45 - Nghi Son) and National Highway 45 - Nghi Son, Nghi Son - Dien Chau from September 1, the North - South Eastern Expressway has been continuous from Chi Lang (Lang Son) to Dien Chau (Nghe An) with a length of more than 375km (including 14km of Hanoi's Ring Road 3).
Currently, under normal traffic conditions, it takes a car to travel from Dien Chau (Nghe An) to Phap Van (Hanoi) in about 4 hours. The opening of more than 102km of the Mai Son - National Highway 45 expressway and two sections of National Highway 45 - Nghi Son and Nghi Son - Dien Chau expressway will help reduce the travel time from Dien Chau to Hanoi to about 3.5 hours.
