Overcoming many difficulties, the government and people of Phu Loc commune (Can Loc - Ha Tinh) are focusing on completing the criteria to achieve the standards of an advanced new rural commune by the end of 2023.

People of Phu Loc commune focus on expanding inter-village roads.

Phu Loc is a difficult commune of Can Loc district with nearly 80% of the terrain being mountainous. People's lives are still difficult, the economy mainly depends on agricultural production but is fragmented and small-scale. Infrastructure is still lacking and weak, per capita income is low compared to the average of the whole district. With the consensus and great efforts of the Party Committee, government and people, at the end of 2018, Phu Loc reached the NTM finish line. From 2021, the locality will begin to build an advanced NTM commune.

These days, the people of Phu Loc commune are focusing on expanding roads, renovating model gardens, building green fences... with the determination to meet advanced NTM standards by the end of 2023. Ms. Nguyen Thi Hue (born in 1972, residing in Tien Thinh village, Phu Loc commune) shared: "Despite difficult circumstances and a rather narrow garden, when there was a policy to build an advanced NTM commune, my family donated nearly 50 square ^meters and demolished structures to expand roads, contributing to the whole commune completing the criteria..."

People volunteered to donate land to widen roads and remove degraded and narrow roads.

Vice Chairman of Phu Loc Commune People's Committee Nguyen Sy Chuong informed: "Entering the construction of advanced new rural areas, the locality determined that it would be very difficult, first of all mobilizing resources from the people. Besides, the traffic system and environment of the commune are still very limited.... Faced with that reality, the commune government has organized many meetings to discuss plans, using the pioneering of party members as a "lever" for the people to believe and follow. Commune officials persistently mobilize and persuade people for the common good, finding ways to solve difficulties wherever there are...".

Thanks to the good promotion of democratic regulations, from the end of 2021 to now, the whole commune has mobilized 15 billion VND to improve the NTM criteria, of which nearly 6 billion VND is a resource mobilized from the people. Although many households still have difficult economic lives, they are still enthusiastic about donating land, demolishing solid structures, and contributing working days to widen roads...

Phu Loc commune has built 10 economic models with good income or higher, 105 standard model gardens.

It is known that from the beginning of 2023 until now, the entire Phu Loc commune has poured concrete on nearly 4km of inter-village roads, built 100 sanitation works, 226 settling pits, planted 7km of new green fences, built 1km of intra-field canals, renovated nearly 100 mixed gardens, upgraded cultural houses in villages...

In particular, Phu Loc has upgraded the roads from 3m to 6m, fully installed the lighting system. The whole commune has 10 economic models with good income or higher, built 105 standard model gardens.

After nearly 2 years of implementing the construction of advanced NTM, up to now, Phu Loc commune has completed 12/20 criteria, with 5/8 villages achieving model NTM residential areas. The government and people of the whole commune are focusing human resources and resources to strive to bring the remaining 3 villages to achieve model NTM residential areas this year.

In addition to the achieved results, the locality still has certain difficulties in building the new rural area. In particular, some difficult criteria such as: quality of living environment (the rate of households using clean water according to standards from the centralized water supply system must ensure 55% or more of households), criteria for organizing production and developing the rural economy... to complete, a huge source of funding is needed, if only relying on the people's contributions, it is difficult to implement.

Building new rural areas has changed the face of Phu Loc commune.

Chairman of Phu Loc Commune People's Committee Nguyen Duy Vy shared: "To strive to complete the remaining criteria, the locality continues to promote proactiveness, creativity, enhance the role and responsibility of Party committees and authorities in leadership and direction. We also really need the attention and support of superiors, especially in terms of funding to complete difficult criteria that exceed the commune's capacity."
