On the afternoon of December 27, the Ministry of Agriculture and Rural Development (MARD) held a conference to review the work in 2024 and deploy tasks for 2025.

In 2024, the agriculture and rural development sector will implement the plan in conditions with mixed advantages, difficulties and challenges. Among them, there are natural disasters, especially storm No. 3 (Yagi) causing heavy damage... However, with the attention and close direction of the Central Party, the National Assembly, the Government, especially the Prime Minister, the whole sector has been unified from awareness to action, strongly transforming to agricultural economic thinking, international integration, closely following reality, determined, drastic, flexible, making efforts, turning the situation around to overcome difficulties and obstacles.
Thanks to that, in 2024, the GDP growth of the whole industry will be about 3.3%, developing comprehensively, achieving and exceeding most of the main targets, the whole country has about 78.7% of communes meeting new rural standards (NTM). The agricultural sector continues to affirm its important position and is the pillar of the economy, firmly ensuring food security, major balances of the economy and contributing to stabilizing the macro economy, controlling inflation and being ready to promote advantages to enter a new era with the country.

Promoting the achieved results, in 2025, the agricultural sector strives for a GDP growth rate of 3.4 - 3.5%; agricultural, forestry and fishery export turnover of 64-65 billion USD; the rate of communes meeting NTM standards is 80%; 325 district-level units meet standards/complete the task of building NTM; the rate of communes meeting environmental and food safety criteria is 82%; the rate of rural households using clean water according to standards is 60%; the forest coverage rate is stable at 42.02%...

Discussing at the conference with the spirit of looking straight at the truth, representatives of ministries, branches and localities analyzed the limitations and shortcomings that need to be focused on overcoming in the coming time, such as: not yet removing the EC's "Yellow Card" for seafood exploitation; violations still occur at some food production and trading establishments, causing public reaction; the rate of communes meeting NTM standards has not increased since the beginning of the year. The number of agricultural cooperatives has increased slowly, with low efficiency; many cooperatives have not yet promoted their role as a connection between farmers and businesses; irrigation infrastructure and natural disaster prevention in some places do not have enough capacity to withstand the level, frequency and abnormal developments of natural disasters to protect the safety of production and people's lives...

Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the agricultural sector for overcoming difficulties, especially in responding to and overcoming the consequences of storm No. 3, quickly stabilizing and restoring production.
To complete the goals and plans for 2025, the Prime Minister requested the Ministry of Agriculture and Rural Development and localities to continue implementing measures to improve productivity, quality, and efficiency of production and business, focusing on building product brands. Reorganize production according to specialized areas, associated with geographical indications, traceability, and building codes for growing and farming areas. Develop cooperative economy, support linkages along the value chain.
Orient production plans in line with the market, proactively adapt to climate change; ensure supply to serve domestic and export needs; build a new rural area in a practical and effective manner, associated with rural economic development. Promote trade promotion, agricultural diplomacy and open markets, especially markets with great potential, such as: Halal, Middle East, Americas...; support localities to connect and consume agricultural products during the harvest season through retail distribution chains and e-commerce platforms.
Improve the quality and efficiency of irrigation and natural disaster prevention; speed up the implementation, disbursement and improve the efficiency of public investment. Attract investment resources to modernize agricultural infrastructure, including fisheries infrastructure, contributing to the early removal of the "Yellow Card" for fisheries exploitation. Develop science and technology and innovation through removing barriers and bottlenecks in mechanisms and policies, associated with digital transformation in agriculture and rural areas.
Innovate methods and content, improve the effectiveness of communication work, especially communication of agricultural and rural development policies. Arrange and consolidate the organizational apparatus when merging and streamlining units to be "efficient, effective, and efficient" according to the plan, progress, and requirements of the Central and Government; reform administrative procedures, link "5 houses" in production and business, create a favorable environment for investment and business in agriculture and rural areas.
