The Prime Minister requested units to develop new salary tables for cadres, civil servants, public employees, and armed forces to submit to competent authorities, applicable from mid-2024.
The Prime Minister has just issued a plan to implement salary reform for cadres, civil servants, public employees, armed forces and workers in enterprises.
Accordingly, the Government leader requested the Central Organizing Committee to preside over the development and submit to the Secretariat for promulgation a decision on the new salary regime for cadres, civil servants, and public employees of Party agencies, the Fatherland Front, and socio-political organizations. This will be carried out after the Politburo's conclusion on the content of the new salary regime.
The Central Organizing Committee reports to the Central Steering Committee on the management of the political system's payroll through the list of job positions for cadres, civil servants, and public employees in the political system from the central to the communal level.
The Prime Minister requested the Delegation Affairs Committee to develop and submit to the National Assembly Standing Committee for promulgation a resolution on the new salary regime for officials, civil servants, and public employees of the National Assembly agencies, provincial and district People's Councils, and the courts, prosecutors, and auditors. This work will also be carried out after the Politburo's conclusion.
The Ministry of Home Affairs, together with the Ministry of Labor, War Invalids and Social Affairs, will develop and submit to the Government for promulgation a new salary regime for cadres, civil servants, public employees and armed forces. The Ministry is also responsible for drafting a report from the Government Party Committee to the Politburo on the specific content of the new salary regime, the impact of salary reform on social insurance policies, preferential allowances for meritorious people and social allowances, to be completed in January.

The Ministry of National Defense and the Ministry of Public Security were assigned to develop a list of titles, leadership, management and command positions in the armed forces; coordinate with the Central Organization Committee to submit to the Politburo in January. The two ministries developed three salary tables for the armed forces, including a salary table for military officers, police officers and non-commissioned officers; a salary table for professional soldiers and police technical specialists; a salary table for defense workers, police workers and special allowances for the armed forces.
The Ministry of Labor, War Invalids and Social Affairs develops a Government decree adjusting regional minimum wages; documents adjusting pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious people in accordance with the new wage regime.
Currently, the salaries of cadres, civil servants, public employees, and armed forces are calculated by multiplying the base salary (VND1.8 million) by the salary coefficient. The salary coefficient is calculated according to the rank of each group of civil servants. From July 1, civil servants of type A (senior specialist rank or equivalent) have the highest salary of VND14.4 million/month; the lowest is VND3.8 million/month.
Type B civil servants (specialist or equivalent), highest salary is 7.3 million VND/month; lowest is 3.3 million VND. Type C civil servants (specialist or equivalent), highest salary is 6.5 million VND/month; lowest is 2.4 million VND.
From mid-2024, cadres, civil servants, and public employees will be paid according to their job position instead of the current equalization coefficient. It is expected that from 2025, salaries of cadres, civil servants, public employees, and armed forces will continue to increase by an average of 7% per year, until the lowest salary in the public sector is equal to or higher than the lowest salary in region 1 of the enterprise sector (the current minimum salary in region 1 is 4.68 million VND).
The Government has allocated 560,000 billion VND, ensuring enough for salary reform until 2026.
