(NLDO) - Responding to the article about the delay in paying bonuses to tens of thousands of people, the Dak Lak Provincial Department of Finance said that the reason was due to the units' delay in issuing regulations.
The Department of Finance of Dak Lak province has just sent a document to the Provincial People's Committee, the Department of Information and Communications and the Nguoi Lao Dong Newspaper in response to the article "Will tens of thousands of teachers and civil servants in Dak Lak receive bonuses in 2024?" published in the Nguoi Lao Dong Newspaper.
Dak Lak Province Department of Finance said that units were slow to issue bonus regulations according to Decree 73 of the Government.
According to the Department of Finance of Dak Lak province, on June 30, 2024, the Government issued Decree No. 73 stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces.
On December 12, 2024, the Department of Home Affairs issued an official dispatch requesting the Department of Finance to give opinions on whether agencies, units, and localities can allocate funds to implement the bonus regime for 2024 or not?
In response to this dispatch, the Department of Finance commented: Currently, units do not have specific regulations to implement the bonus regime applicable to subjects on the salary list of agencies and units. Therefore, there is not enough basis for the Department of Finance to advise the Provincial People's Committee to consider allocating funds to implement the bonus regime for the first 6 months of 2024.
By December 20, 2024, the Chairman of the Provincial People's Committee issued a decision authorizing the issuance of bonus regulations for heads of departments, branches, and sectors, and Chairmen of People's Committees of districts, towns, and cities.
However, the issuance of bonus regulations by heads of departments, branches, and Chairmen of People's Committees of districts, towns, and cities is slow.
According to the response document, by January 17, the departments, agencies and branches had completed the development and promulgation of bonus regulations and sent them to the Department of Finance. The Department of Finance calculated and submitted to the Provincial People's Committee for consideration and decision to supplement the budget for the units with a total cost of nearly 61 billion VND.
For the districts of Ea Sup, Buon Don, and Krong Bong, there is currently no longer enough funding for salary reform, so the provincial budget supports more than 14 billion VND.
For the remaining districts, towns and cities, use the remaining local salary reform funds to pay bonuses to people receiving salaries from the state budget in accordance with regulations.
As reported by Nguoi Lao Dong Newspaper, on January 11, when reporters asked many leaders of departments and localities in Dak Lak, most of them replied that they had not yet developed a bonus regulation and had not yet arranged a bonus budget according to Decree 73 of 2024, while these two procedures should have been carried out in 2024.
At this time, answering reporters, a leader of the Dak Lak Provincial Department of Finance also said that relevant sectors and levels had not paid attention and were slow in implementing Decree 73. When reviewing it, it was too late, many parties were at fault and funding was not provided to implement Decree 73 for 2024.
Faced with this information, many teachers were worried and indignant, requesting clarification of responsibility for the delay.
However, after the Lao Dong Newspaper reported, most units have developed regulations and decided to allocate funds to pay bonuses.
