Recently, the La Ngau hydropower project was still included in the Power Plan VIII, although previously the Provincial Party Committee and the People's Committee of Binh Thuan province sent a document to the Ministry of Industry and Trade and competent authorities recommending not to include this hydropower project in the Power Plan VIII to give land for the construction of La Nga 3 irrigation reservoir.
Irrigation project 'overlaps' hydropower
Responding to this question from Thanh Nien reporters, Binh Thuan Department of Planning and Investment said that according to the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (referred to as Power Plan VIII) approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023, the La Ngau hydropower project (capacity of 46 MW) is still in the plan.
The office of the La Ngau Hydropower Project Management Board in Tanh Linh District has been abandoned for many years.
However, according to the Department of Planning and Investment of Binh Thuan, "This is an open plan, without specific regulations on the location and implementation location. Therefore, when implementing the La Ngau hydropower project, the location will be moved behind (below) the La Nga 3 irrigation reservoir project . Therefore, according to the Power Plan VIII just approved by the Government, the La Ngau hydropower project still exists and will not affect the implementation of the La Nga 3 irrigation reservoir project in Binh Thuan.

What is the progress and procedures of the La Nga 3 irrigation reservoir project ?
According to the People's Committee of Binh Thuan province, on August 26, 2020, the Ministry of Agriculture and Rural Development issued a decision assigning the Irrigation Investment and Construction Management Board 7 (under the Ministry of Agriculture and Rural Development) to carry out the task of preparing investment for the La Nga 3 irrigation reservoir project.
Up to now, the Irrigation Investment and Construction Management Board 7 has completed the pre-feasibility study report and submitted document No. 1515/TTr-BQL-BT dated November 30, 2021 to the Ministry of Agriculture and Rural Development for review and appraisal.
According to the People's Committee of Binh Thuan province, the La Nga 3 irrigation reservoir project is an important national project, under the authority of the National Assembly to decide on investment policy. This project must convert more than 50 hectares of special-use forest. Currently, the Ministry of Agriculture and Rural Development is considering completing the pre-feasibility study to report to the Government to submit to the National Assembly for consideration and approval of the investment policy of the La Nga 3 irrigation reservoir project.
However, there are still some problems related to the La Ngau hydropower project located in the lake, making it difficult to implement the next steps of the project.
As planned, the La Nga 3 irrigation reservoir project will be implemented in the 2021-2025 period. The consulting unit plans to complete the compensation and resettlement support component within 3 years after the National Assembly approves the investment policy. The first year is to submit the policy framework for approval, clear the land; change the purpose of forest land use due to the impact of the project, and adjust the land use plan. The second year is to measure, count, develop a compensation and support plan, and build a resettlement area. The third year is to relocate households out of the reservoir.
When implementing the La Nga 3 irrigation reservoir project, more than 50 hectares of special-use forest had to be converted because the reservoir bed was flooded.
On October 25, 2021, the Secretary of Binh Thuan Provincial Party Committee signed an official dispatch to Prime Minister Pham Minh Chinh and Deputy Prime Minister Le Van Thanh, proposing to prioritize the construction of La Nga 3 irrigation reservoir and move the La Ngau hydropower project behind La Nga 3 reservoir (because when La Nga 3 irrigation reservoir is built, the entire La Ngau hydropower plant will be flooded).
Previously, on September 17, 2021, the Chairman of Binh Thuan Provincial People's Committee also sent an official dispatch to the Ministry of Industry and Trade requesting consideration and determination that the La Ngau hydropower project is no longer suitable for reality to submit to the Prime Minister for adjustment and removal from the Power Plan VIII.
According to the People's Committee of Binh Thuan, the La Nga 3 irrigation reservoir project is designed with a capacity of 470 million m3 of water, with the function of irrigating 77,615 hectares of arid agricultural land in Binh Thuan and Dong Nai. At the same time, it provides domestic water and industrial production for the southern districts of Binh Thuan and supplies domestic water (over 300,000 m3 / day and night) for Ba Ria-Vung Tau province. The water discharged after this irrigation reservoir is still enough to build a hydropower plant with a capacity of up to 34 MW. The La Nga 3 irrigation reservoir project has been approved by the Prime Minister in the Vietnam Irrigation Strategy to 2030, with a vision to 2045 in Decision No. 33/QD-TTg dated January 7, 2020.
