Dienbien.gov.vn – On March 20, the Provincial People's Committee delegation led by Mr. Lo Van Cuong, Vice Chairman of the Provincial People's Committee, conducted a field inspection and worked with Dien Bien Dong district on the implementation of the socio-economic development plan, ensuring national defense and security in the first quarter; key tasks and solutions in the second quarter of 2025. The delegation was joined by leaders of a number of departments, branches and sectors.

In the first 3 months of 2025, under the leadership of Party committees and authorities at all levels, the participation of agencies, units and the entire political system has achieved positive results. Disbursement of public investment capital in 2025 by March 14 was 51,388 million VND, reaching 28.43% of the capital plan, and it is estimated that by March 31, 64,881 million VND was disbursed, reaching 35.89% of the assigned capital plan. Budget revenue in the area is estimated at 8,000 million VND, an increase of 890 million VND over the same period last year. Industrial production value is estimated at 171.77 billion VND, an increase of 61.92 billion VND over the same period last year, reaching 33.68%; Total retail sales of goods reached 441 billion VND, an increase of 100.42 billion VND over the same period last year. The district continues to call for attracting many investors and economic sectors to visit, work, and register to invest in the district such as wind power projects, medicinal plant planting projects, etc.

The district focuses on directing specialized agencies, related units and People's Committees of communes to implement the project of planting Macadamia and Coffee trees using the capital of the 3 National Target Programs assigned to communes in 2025. In which, up to March, the area of ​​Macadamia planted was 1,140.13 hectares, the area for harvest was 4.76 hectares, the yield reached 3,500 kg/ha; the area of ​​Coffee planted was 141 hectares, the area of ​​Coffee harvested was 12.5 hectares, the yield reached 8 quintals/ha, the yield reached 10 tons.

Up to now, the whole district has 14/14 communes and towns with national grid electricity, reaching 100%; 192/198 villages have national grid electricity, an increase of 14 villages compared to the same period last year; cumulative results of new rural construction by March 2025, the whole district has 7 communes basically meeting new rural standards, the remaining communes have met 12 criteria or more; The average result is 14.54 criteria/commune. Social security and support policies are ensured promptly; administrative reform, investment and business environment are given attention, emulation and reward work is implemented promptly. Political security, social order and safety are always stable, national defense is maintained...

Making recommendations to the working group, Dien Bien Dong district hopes that in the coming time, the Provincial People's Committee will soon issue a Decision on regulations on residential land and production land quotas for households to serve as a basis for identifying households lacking residential land and production land in the province; consider increasing the quota for forest protection and the payment for forest environmental services. Because the current payment rate is too low, people do not agree with receiving land and forest allocation; the province will soon allocate funds from the career capital of the 3 National Target Programs in 2025 to ensure timely implementation of the 2025 crop; direct investors to focus resources, prepare land, seedlings and other necessary conditions to carry out Macadamia planting according to the schedule committed to the Provincial People's Committee and the District People's Committee. Directing the adjustment of the planning area of ​​the Macadamia Planting Project (currently, the projects are being implemented slowly compared to the policy approved by the Provincial People's Committee), adjusting so that the district can arrange for people to implement other project objectives (coffee and fruit tree planting projects, etc.)

At the meeting, representatives of departments and branches basically agreed with the results of the implementation of the socio-economic development plan, ensuring national defense and security in the first quarter; key tasks and solutions in the second quarter of 2025 that Dien Bien Dong district reported at the meeting. At the same time, they focused on discussing and removing difficulties in implementing projects to plant Macadamia and Coffee trees in the district, focusing on the linkage between people and businesses. In order for the Macadamia and Coffee project to be effective and become the main tree of the district, the leaders of the Department of Agriculture and Environment suggested output for the products, in which if the district has a proposal, the Department of Agriculture and Environment will support the linkage of output for Macadamia products and allocate all the province's agricultural extension resources to prioritize the implementation of models of planting Coffee and Macadamia intercropped with shade trees for the entire district of Dien Bien Dong...

For the tasks in the coming time, the district needs to focus on selecting suitable breeds; continue to zone off and regenerate, plant production forests, and protective forests; further promote the disbursement of public investment capital; effectively restructure the agricultural sector, focusing on clearly identifying the district's strengths; effectively carry out personnel work according to Resolution 18...
