Mr. Thuy said: “The preferential capital from the Social Policy Bank has helped me have more resources to invest in building greenhouses for production without worrying too much about loan interest rates. I hope the State will have more capital sources like this to support people in production.” Mr. Thuy’s melon growing model has created conditions for 2 main workers and 10 seasonal workers in the locality.

The Lam Binh District Social Policy Bank transaction office is implementing 20 policy credit programs with a total outstanding preferential credit loan balance reaching nearly 459 billion VND, an increase of over 304.5 billion VND compared to 2014, of which the capital entrusted locally increased by over 5 billion VND.
Over the past 10 years, over 21,000 poor households and other policy beneficiaries have received loans from the Social Policy Bank. Policy credit capital has helped over 8,500 households escape poverty, 4/10 communes have met new rural standards, of which 1 commune has met advanced new rural standards.
Along with career change and economic investment, the capital from the Social Policy Bank has helped many households overcome difficulties and escape poverty. The family of Ms. Ha Thi Tap, Tay ethnic group, Khuoi Dang village, Linh Phu commune (Chiem Hoa) is a poor household. After a period of learning and gaining production experience, in 2021, Ms. Tap borrowed 50 million VND from the Social Policy Bank through the Farmers' Association to invest in comprehensive livestock farming. After 3 years, Ms. Tap's family economy has changed a lot, her family has a better life and escaped poverty.
Mr. Ma Van Son, Chairman of the People's Committee of Linh Phu Commune (Chiem Hoa) affirmed that the capital from the Bank for Social Policies is an important source of credit, helping many poor, near-poor, and ethnic minority households have the resources to change their thinking and working methods in the economic structure of the farm household. Up to now, the whole commune has outstanding debt of 26 billion VND, 664 households have borrowed capital to develop their family economy.
Capital from the Social Policy Bank combined with other capital sources has helped the commune reduce the poverty rate, reaching 135% of the plan in 2023; job creation exceeded 173% of the plan... These results will be an important foundation for Linh Phu commune to complete the goal of raising the average income per capita to over 39 million VND/person/year by the end of 2024.
For the family of Mr. Nguyen Dang Thang, Chan village, Nhan Ly commune (Chiem Hoa), the capital of 100 million VND from the Bank for Social Policies has helped him change his career according to Decree 28, and he decided to buy over 30 goats to raise. He said that he was very happy to be able to borrow capital with a preferential interest rate of only 3.3%/year, a long loan period and repayment periods. With the capital, Mr. Thang invested in raising goats instead of just raising buffaloes and cows as before. By combining livestock farming, his family's income has also increased, reducing difficulties.
According to Mr. Nguyen Quang Huy, Deputy Director of the Transaction Office of the Social Policy Bank of Chiem Hoa district, to continue promoting the implementation of Decree No. 28, the Transaction Office has proactively advised the District People's Committee and the Board of Directors of the Social Policy Bank of the district to promptly deploy loans to support housing and programs, and subjects eligible for loans according to the Government's Resolution.
At the same time, coordinate with departments, branches, Party committees and authorities of communes to review beneficiaries and promote the dissemination of Decree 28/2022/ND-CP widely and promptly to the people.
With preferential resources from the Bank for Social Policies, especially loans under Decree 28/2022/ND-CP, people in disadvantaged areas and ethnic minority areas have more resources to develop the economy and improve their lives.
