According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on July 17, the center of storm No. 1 was located at approximately 20.1 degrees North latitude; 113.1 degrees East longitude, approximately 290 km East Southeast of Leizhou Peninsula (China). The strongest wind near the center of the storm was level 12 (118-133 km/h), gusting to level 15.
It is forecasted that from early morning on July 18, coastal areas from Quang Ninh to Nam Dinh will have winds gradually increasing to level 6-7, then increasing to level 8, areas near the storm center will have winds of level 9-10, gusting to level 13; areas deep inland in the Northeast will have strong winds of level 6-7, gusting to level 9.
From the night of July 17 to July 19, in the Northern region, there will be heavy to very heavy rain with common rainfall of 200-350mm, locally over 500mm, affecting the Northeastern provinces, including Vinh Phuc province. Beware of heavy rain, thunderstorms, strong winds, landslides, and flooding.
This is the first storm of 2023 with strong intensity to make landfall after prolonged heat waves, so it is forecasted that there will be many unusual developments with increased danger levels.
To proactively respond to storm No. 1, the Provincial People's Committee has issued documents and telegrams directing relevant departments, branches, localities and units to heighten vigilance and promptly deploy plans and strategies to respond to storm No. 1.
In particular, the Provincial Steering Committee for Disaster Prevention and Control (directly the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control) organizes on-duty, grasps the situation, proactively directs, inspects, and urges departments, branches, and localities to deploy specific response work, closely following the developments of storms, floods, and promptly reports and proposes the Provincial People's Committee to direct issues beyond its authority.
Review and proactively evacuate people from unsafe houses and areas at risk of deep flooding. Direct the work of ensuring the safety of the dike system, especially vulnerable locations or areas under construction. Be ready to drain water to protect agricultural production, urban areas and industrial zones at risk of flooding.
Direct, guide, and implement work to ensure safety and limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, etc. Control traffic, organize traffic flow, guide traffic, and limit people from going out during times affected by storms and heavy rains and floods.
Proactively evacuate people in deeply flooded, isolated areas at risk of flash floods and landslides; prepare forces, vehicles, equipment and necessities according to the "four on-site" motto to be ready to respond to all situations.
Check, review, and proactively take measures to ensure the safety of reservoirs and downstream areas, especially critical reservoirs; arrange permanent forces to be ready to operate, regulate, and handle situations.
Control, guide, and divert traffic, especially through culverts, deep flooded areas, and fast-flowing water; arrange forces, materials, and equipment to fix incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs. Prepare forces and equipment to promptly rescue and quickly overcome the consequences of rain and floods.
