On April 11, 2024, in Nha Trang, Viettel Enterprise Solutions Corporation (Viettel Solutions) representing the Military Industry - Telecommunications Group (Viettel) signed a memorandum of understanding with Singapore Telecommunications Limited (Singtel) to cooperate in deploying the Vietnam - Singapore Cable System (VTS) submarine cable line directly connecting Vietnam and Singapore. This is an event marking an important milestone for Viettel in its efforts to implement the "Strategy for developing Vietnam's international optical cable system to 2030, with a vision to 2035" of the Ministry of Information and Communications. With the goal of becoming a regional data center (Digital Hub), Vietnam's international optical cables are identified as an important component of digital infrastructure that must be invested in first, ensuring that Vietnam's international connections have super-large capacity, super-wide bandwidth, are sustainable, green, smart, open and safe to promote national digital transformation, develop the digital economy, digital society and international integration. According to this strategy, by 2030, Vietnam needs to increase the total number of submarine optical cables to at least 15 lines with a total capacity of at least 334 Tbps, of which at least 02 submarine optical cable lines owned by Vietnam need to be put into operation, with priority given to short cable lines connecting directly to major Digital Hubs in the Asia region. At the same time, the submarine optical cable system is deployed in a harmonious distribution in all 03 directions: connecting to the East Sea to the North; connecting to the East Sea to the South; connecting to the southern sea. Realizing its role, Viettel has closely followed the Ministry's strategic orientation of submarine optical cables to build and propose the implementation of submarine optical cable projects with a vision to 2030 with the goal of meeting capacity needs, ensuring connection safety for Viettel's network in all situations in particular and national information security in general. In particular, the Vietnam - Singapore Cable System (VTS) submarine cable is a key target that Viettel is aiming for. According to the agreement with Singtel, the two sides plan to deploy the construction of a submarine cable connecting the main Vietnam - Singapore axis (VTS cable) with a configuration of 08 fiber pairs (08FP), using the most modern wavelength coupling technology today. The main axis' landing stations are Vietnam (managed by Viettel) and Singapore (managed by Singtel). In addition, the cable line is expected to have branches landing in Cambodia, Thailand, and Malaysia. The expected time for the cable line to be put into operation is Q2.2027.

Proposed map of VTS cable route

Accordingly, VTS will become the first cable line co-founded by the two largest network operators in Vietnam and Singapore, promising to be the shortest cable line directly connecting Vietnam to the largest Digital Hub in Asia, Singapore, with the most advanced bandwidth and technology. The deployment of this cable line is in line with the strategy of developing Vietnam's international fiber optic cable system until 2030, with a vision to 2035. When put into operation, the cable line will add hundreds of Tbps to Viettel's total international connection capacity, contributing to providing a large amount of high-speed capacity, opening a new connection direction to the South, contributing to improving the redundancy and network safety for Viettel's international connection infrastructure in particular and Vietnam in general. Mr. Nguyen Manh Ho, General Director of Viettel Solutions, said: "With the investment in the VTS cable line, Viettel affirms that it is a pioneer in accompanying the Government in building and developing digital infrastructure in Vietnam, promoting comprehensive digital transformation, meeting the demand for high-speed data transmission, effectively applying 4.0 technologies and ensuring national communications security". At the signing ceremony, Mr. Ooi Seng Keat - Vice President of Singtel Group emphasized: "Vietnam is one of the fastest growing digital economies in the world in Southeast Asia, with businesses and consumers adopting new technologies such as artificial intelligence and data-intensive applications. The construction of the VTS cable line will meet the growing demand for higher bandwidth and lower latency connections. We look forward to working with Viettel to support the economic and digital growth ambitions of Vietnam and the region". By investing in and mastering new cable lines, Viettel expects to play an important role in the digital infrastructure, regional and international data transmission infrastructure, meeting the deployment of international Internet connection applications requiring high speed such as: 5G, Internet of Things (IoT), automation, artificial intelligence (AI), virtual reality (AR/VR), ...; At the same time, ensuring safety, network backup, ensuring the quality of Internet services and other international connection services of Viettel as well as national information security. Previously, Viettel announced the investment in the cable line with the largest bandwidth in Vietnam, Asia Direct Cable (ADC), connecting to all 3 largest IP Hubs in Asia (Hong Kong, Japan, Singapore), mastering the cable landing station in Quy Nhon. Viettel is also the largest Vietnamese investor in the Asia Link Cable (ALC) submarine cable connecting to 2 main IP Hubs in the Asia region (Hong Kong, Singapore) and owns the landing station of this line expected in Da Nang.
