On the afternoon of July 1, within the framework of the "Launching Ceremony for the Implementation of the 2023 Law on Identification and Decree No. 69/2024/ND-CP on Electronic Identification and Authentication", the signing ceremony of the "Electronic Authentication Service" took place between Vietcombank and the Center for Research and Application of Population Data and Citizen Identification (RAR) under the National Population Data Center - Department of Administrative Police for Social Order (C06) - Ministry of Public Security.
Vietcombank is the first bank to sign a service contract with RAR to apply the Ministry of Public Security's Electronic Authentication Service to collect, clean information and authenticate Biometrics for customers on digital banking channels, as a basis to meet the regulations of Decision No. 2345/QD-NHNN dated December 18, 2023 of the State Bank on "Implementing safe and secure solutions in online payments and bank card payments". With this cooperation, Vietcombank customers can update biometric information online simply through the app-to-app connection solution between the VCB Digibank application and the VNeID application (in addition to the solution of using a chip-embedded citizen identification card and a phone with NFC connection as deployed), giving customers more options in the form of updating biometric information. In the coming time, Vietcombank will continue to apply the electronic authentication service of the Ministry of Public Security to provide customers with safer, simpler and more convenient transaction experiences.

In preparation for the implementation of biometric updates and authentication, Vietcombank has worked closely with the Department of Administrative Police for Social Order (C06) to integrate the system, while investing in technology infrastructure, service equipment and applying many modern solutions to bring the most convenient experience to customers when registering/updating biometric information as well as authenticating transactions using biometrics. Speaking at the signing ceremony, Mr. Le Quang Vinh - Deputy General Director of Vietcombank shared: In the past year, with the close coordination of the Ministry of Public Security and the National Population Data Center (C06), RAR and GTEL Corporation, we have completed the connection and integration of national population data, applying many solutions to authenticate and accurately identify citizens - customers in the electronic environment.

In particular, the application of VNeID in electronic authentication has helped exploit reliable data sources from the national population database, serving the work of identifying new customers and authenticating existing customers, bringing the safest, simplest and easiest transaction journeys for Vietcombank's customers". Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing applications of population data, identification and electronic authentication to serve the national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) with the content of allowing units in the banking sector to exploit the national population database, exploit information on chip-embedded citizen identification cards and use electronic identification accounts (VNeID) provided by the Ministry of Public Security plays a very important role for the banking sector to apply and deploy the provision of digital banking services in the network environment. Accurately authenticate customers, prevent crimes of document fraud, opening/using fake accounts or defrauding customers to gain access to digital banking services. Vietcombank's successful implementation of biometric collection and authentication for customers via VneID demonstrates the serious implementation of Plan 01 between the banking industry and the Ministry of Public Security in the implementation of Project 06 of the Government. In recent times, the banking industry has made continuous efforts and closely coordinated with the Ministry of Public Security in the digital transformation process, thereby achieving many results on important pillars: Transforming awareness, perfecting institutions, upgrading infrastructure, applying data mining and developing digital banking models; along with improving the work of ensuring security and safety...
