National Assembly Chairman Vuong Dinh Hue and Chairman of the Russian State Duma Volodin held talks and agreed that oil, gas and energy cooperation is an important pillar of the two countries' relationship.
During talks this afternoon at the National Assembly House, National Assembly Chairman Vuong Dinh Hue welcomed Chairman of the Russian State Duma Vyacheslav Victorovich Volodin on his official visit to Vietnam, affirming that this is an important event, contributing to consolidating and strengthening relations between the two parliaments and the two countries.

According to Chairman Volodin, the Vietnam-Russia Comprehensive Strategic Partnership is developing well and the two sides need to seek new forms of cooperation to increasingly strengthen the relationship in areas such as economics, trade and investment.
Mr. Volodin said that about 572,000 Russians visited and traveled to Vietnam in 2019, before the Covid-19 outbreak. The Chairman of the State Duma of Russia hopes that both sides will create favorable conditions for people of the two countries to exchange, visit, and travel, and soon restore this number after the pandemic.
National Assembly Chairman Vuong Dinh Hue affirmed that Russia is always a top priority in Vietnam's foreign policy, saying that Mr. Volodin's visit is an opportunity to discuss measures to strengthen relations between the two parliaments and the two countries.
National Assembly Chairman Vuong Dinh Hue suggested that Russia consider simplifying import procedures for Vietnamese agricultural and aquatic products, promoting negotiations, upgrading, amending and supplementing the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU), aiming to increase bilateral trade turnover to 10 billion USD by 2030.
He thanked Russia for continuing to provide Vietnam with 1,000 scholarships each year and suggested continuing to promote joint cooperation projects in the field of science and technology.
The two sides assessed that oil and gas and energy cooperation is an important pillar of the Vietnam - Russia Comprehensive Strategic Partnership.
Vietnam wishes to promote cooperation in vocational education, soon resume and conclude negotiations on a government agreement on attracting and organizing the recruitment of Vietnamese citizens to work in Russia, strengthen tourism cooperation, and remove difficulties to reopen direct flights between the two capitals.
The National Assembly Chairman thanked and hoped that the Russian National Assembly and government would continue to create conditions and care for the Vietnamese community in Russia to stabilize their lives and integrate into the host community.
He affirmed that Vietnam supports Russia in promoting its active role in the Asia-Pacific region in regional processes and issues, and is ready to act as a bridge to promote cooperation between Russia and ASEAN countries. The two sides agreed to coordinate at multilateral forums, within ASEAN and the United Nations.
Vietnam asked Russia to support the stance of ASEAN and Vietnam in resolving disputes by peaceful means on the basis of international law and the 1982 United Nations Convention on the Law of the Sea.
Regarding the conflict in Ukraine, National Assembly Chairman Vuong Dinh Hue expressed his hope that all parties would seek diplomatic and peaceful solutions on the basis of the United Nations Charter and international law, affirming that Vietnam is ready to play an active role in the reconciliation process.
Mr. Volodin arrived in Hanoi today, starting an official visit to Vietnam on October 15-16 at the invitation of National Assembly Chairman Vuong Dinh Hue. Vietnam and Russia established diplomatic relations in 1950. Last year, the two countries celebrated the 10th anniversary of the establishment of the Comprehensive Strategic Partnership.
According to the Ministry of Planning and Investment, by the end of 2022, Russia had 164 investment projects in Vietnam with a total value of 965.8 million USD, ranking 27th out of 140 countries and territories with direct investment in Vietnam. Vietnam invested in Russia with 5 projects with a total value of 528 million USD in the fields of industry, processing and manufacturing.
Two-way trade between Vietnam and Russia in 2022 will reach 3.55 billion USD, according to statistics from the General Department of Customs.
