At the meeting, Prime Minister Pham Minh Chinh congratulated the Resident Coordinator, Heads of UN organizations and UN staff in Vietnam, and sent congratulations to the Secretary-General, leaders and staff of the UN on the occasion of the 78th anniversary of the founding of the UN.

Stating that Vietnam is a model of restoring and healing the wounds of war, putting the past behind and looking towards the future, the Prime Minister affirmed that Vietnam loves peace, consistently implements an independent, self-reliant, multilateral and diversified foreign policy, is a friend, a reliable partner and an active and responsible member of the international community; and implements the "four no's" defense policy.

Vietnam persistently and strongly supports multilateralism with the UN playing a central role, global, people-centered, comprehensive and holistic solutions, promoting dialogue and cooperation, upholding international solidarity, complying with the UN Charter and international law, putting people at the center; ready to share experiences, make more proactive and positive contributions to the common work of the UN and solving major world issues, for the benefit of peace, security, cooperation and sustainable development in the world.

The Prime Minister affirmed that the UN's vision as stated in the Charter is completely consistent with Vietnam's development orientation; affirmed that for Vietnam, the UN is a trustworthy and long-term friend; Vietnam always remembers the valuable support of the UN over the past four decades and strives to contribute to the activities of the UN. Most recently, Vietnam successfully assumed the role of a non-permanent member of the UN Security Council, the position of Vice President of the 77th UN General Assembly, and increased its contribution to UN peacekeeping activities.

To contribute to ensuring global food security, Vietnam can export about 7.5 million tons of rice in 2023, while actively contributing to the implementation of the UN Secretary-General's initiative on transforming food systems and sustainable food.

At the meeting, Prime Minister Pham Minh Chinh and the Resident Coordinator and Heads of UN organizations discussed a number of specific focuses in cooperation between Vietnam and the UN development system in the coming time, especially in supporting Vietnam to successfully implement the Sustainable Development Goals (SDGs), respond to climate change, especially in the Mekong Delta, and implement the Political Declaration establishing the Just Energy Transition Partnership (JETP).

According to the Prime Minister, Vietnam strives to implement the SDGs on the basis of promoting the spirit of self-reliance and self-reliance with international support, including the United Nations. The Prime Minister affirmed that Vietnam always respects, listens to and requests UN organizations in Vietnam to continue providing policy advice, supporting institutional improvement, human resource training, and enhancing national governance capacity.

The Prime Minister stated that the Government will continue to promote and create the best possible conditions for the effective implementation of UN cooperation programs and projects for Vietnam; suggested that the two sides continue to coordinate to review and handle difficulties and obstacles in the process of implementing programs and projects in the direction of innovation, simplifying procedures, harmonizing regulations and plans of the parties while still ensuring the role and orientation of aid use, focusing resources on key and focal projects to help turn the situation around, change the status, avoid fragmentation, spread out, and harmonize interests between the parties.

The Prime Minister asked the UN to share the difficulties and challenges in Vietnam's conditions as a country that has experienced many years of war and embargo, is developing, and has an economy in transition.

At the meeting, the UN Resident Coordinator and the Heads of UN organizations all acknowledged and highly appreciated Vietnam's proactiveness, dynamism and positive contributions to the UN and to the common work of the international community, especially in contributing to ensuring food security and maintaining peace...

The opinions also highly appreciated Vietnam's development orientations, commitments, efforts and achievements over more than 35 years of renovation and in recent times, especially in implementing SDGs, ensuring social security, preventing COVID-19, restoring and developing the economy - society after the pandemic, preventing HIV/AIDS, universalizing and improving the quality of education - training, human resource training, protecting the rights and interests of women and workers, protecting the environment and preserving heritages, preventing transnational crimes, etc.

Delegates made a number of recommendations, proposed cooperation directions and affirmed their commitment to stronger and more effective cooperation with Vietnam.

UN Resident Coordinator Pauline Tamesis said the UN is very proud to accompany Vietnam throughout its journey from a country devastated by war, besieged, embargoed and threatened by famine to a country that ensures food security for its people, has achieved many achievements in poverty reduction, rapid economic growth and is now affirming its position and role in the region and globally, including assuming the role of a non-permanent member of the Security Council, a member of the UN Human Rights Council, and one of the leading contributors to peacekeeping activities.

She affirmed that the UN highly appreciates Vietnam’s stance on multilateralism, which is a testament to the shared commitment to peace, development, people-centeredness, happiness, prosperity, and cooperation – the pillars of the UN’s 2030 Agenda for Sustainable Development. The UN’s efforts in Vietnam are also aimed at contributing to socio-economic development and the implementation of the SDGs.

The Prime Minister expressed his gratitude and appreciation for the recommendations made at the meeting and assigned ministries and branches to study and absorb these recommendations in policy development and implementation in the coming time.
