Event Overview

Attending from Vietnam were Deputy Minister of Information and Communications Phan Tam, representatives of the Ministry of Public Security, Ministry of Science and Technology. On the Korean side, there were Director of the Information Technology Industry Promotion Agency NIPA, Consul General of the Korean Embassy in Vietnam. In addition, the Forum was also attended by Deputy Minister of Information of Malaysia.

Speaking at the Forum, Deputy Minister Phan Tam stated that digital transformation is an inevitable trend, a strategic choice and an objective requirement. To maximize the potential of digital technology, in recent times, Vietnam has developed and issued many programs and strategies, including: National Digital Transformation Program; National Strategy for Developing Digital Economy and Digital Society; Strategy for Developing E-Government towards Digital Government; National Strategy on Research, Development and Application of Artificial Intelligence; National Data Strategy. With these efforts, Vietnam has achieved many impressive results in the national digital transformation rankings such as: Up 15 places in the e-Government Development Index in 2024, ranked 71/193 countries; Global Innovation Index in 2024 up 2 places, ranked 44/133; and the global cybersecurity index in 2024 increased by 8 places, ranking 17/194.

The Deputy Minister emphasized that Vietnam is orienting to deploy the development of virtual assistants to support administrative procedures in a people-centered manner, enhancing transparency; building virtual assistants (TLA) to support civil servants in looking up information on legal regulations to increase work efficiency and productivity; building TLA to support people to improve the quality of public services. One of the successful models of TLA in Vietnam is the "Virtual Assistant" at the Supreme People's Court. Putting this TLA into operation of the Court helps solve many internal problems. Currently, the number of questions and answers is approximately 5.8 million, an average of 10,000-15,000 questions/day and is estimated to save about 37 billion VND per year.

In terms of international cooperation, Korea is currently an important partner of Vietnam in the field of digital technology. The two countries have many things in common and many opportunities for cooperation, especially in the field of digital government development and digital human resources.

The Deputy Minister expressed that this Forum is an opportunity for the two countries to exchange and share experiences. Vietnam can learn more from Korea about lessons and good practices to maximize the role of digital technology in general and TLA in particular in the activities of state agencies, promote economic development, create a humane digital society, narrow the digital gap, support and help disadvantaged groups. At the same time, through the Forum, many new cooperation opportunities in the field of promoting AI applications among relevant entities will be found.

New Cooperation Opportunities Between Vietnam and Korea in the AI ​​Era

Mr. Hur Sung Wook, Chairman of the National IT Industry Promotion Agency (NIPA) of Korea, said that the Forum was held for the first time in 2021, contributing to strengthening digital cooperation between the two countries. This year is the 4th year of the Forum, but with a new name and a new vision to further strengthen cooperation between Korea and Vietnam in the upcoming AI era.

AI cooperation between the two countries began in August 2023 when Minister Nguyen Manh Hung visited and worked in Korea. The two sides discussed digital transformation and enhanced cooperation in AI. At the same time, they shared policies, strategies and sought cooperation directions in a number of key areas such as the semiconductor industry, AI semiconductors and the use of AI in the public sector.

Mr. Hur Sung Wook hopes that by organizing today's Forum, it will open a new AI era, opening up the development potential of both countries in the future, in applying AI to the digital economy.

Mr. Chang Ho-Seung, Minister Counselor and Consul General of the Embassy of the Republic of Korea in Vietnam

Sharing the views of Deputy Minister Phan Tam, Mr. Chang Ho-Seung, Minister Counselor and Consul General of the Korean Embassy in Vietnam, emphasized the importance of promoting digital cooperation between the two countries, especially in the context of the two countries upgrading to a comprehensive strategic partnership. The Consul General affirmed that in order to open the digital era of AI, creating conditions for common development, the two countries need to strengthen cooperation, especially in building core infrastructure such as: Artificial Intelligence (AI), next-generation networks and data centers (TTDL). The two countries need to strengthen cooperation to develop, share knowledge, jointly build a technology ecosystem compatible with AI, build a legal and institutional framework to enter the digital era of AI together.

At the Forum, representatives of the National Institute of Digital Technology and Digital Transformation (Ministry of Information and Communications) introduced an overview of Vietnam's AI Development Strategy. Accordingly, Vietnam is promoting the implementation of the National Strategy on Research, Development and Application of Artificial Intelligence (AI) to 2030, approved by the Prime Minister under Decision No. 127/QD-TTg dated January 26, 2021. This strategy orients AI to become a core technology field of the 4.0 industrial revolution, contributing to improving production capacity, national competitiveness, and promoting sustainable economic growth.

Vietnam has achieved some important results in the field of AI. The Government's AI Readiness Index in 2023 ranked 5th in ASEAN, up 1 place compared to 2022. Many large enterprises in Vietnam, such as Viettel, FPT, Vingroup have invested heavily in AI, considering AI as a long-term, strategic investment direction with a lot of potential.

At the Forum, representatives from the Ministry of Public Security and the National Innovation Center (Ministry of Planning and Investment) presented important papers including: Position, role, goals and roadmap for building a National Data Center in Vietnam, Opportunities and challenges in applying AI and building AI startups.

Also at the Forum, Vietnamese digital technology enterprises such as CMC, NTQ, FPT and Korean enterprises (Datastreams, Gractor) shared and exchanged experiences in AI applications and visions of AI in the future./.
