At the meeting, Mr. Dao Ngoc Chien, Director of the Office of State Key Programs, introduced key programs that the Ministry of Science and Technology is implementing to develop spearhead fields and enhance national innovation capacity.
Specifically, the National Product Development Program is focusing on strategic products such as agricultural machinery, medical equipment, vaccines, new construction materials, etc. The National High-Tech Development Program to 2030 targets areas such as biotechnology, information and communication technology, new materials and environmental technology. The National Technology Innovation Program supports businesses in innovating equipment, production technology and developing supporting industries.
Mr. Chien emphasized that current regulations are gradually giving greater autonomy to businesses, creating favorable conditions for businesses to invest in research and development (R&D) and technological innovation. In particular, Resolution 57-NQ/TW of the Politburo and Resolution 193/2025/QH15 of the National Assembly have introduced breakthrough mechanisms and policies to encourage businesses - especially the private sector - to invest in research, development and technology mastery.

On the business side, Mr. Nguyen Xuan Hoang, Vice Chairman of the Board of Directors of MISA, announced the plan to develop AI "Make in Vietnam" according to the commitment in Resolution 57-NQ/TW. Accordingly, MISA will invest 2,500 billion VND in the next 5 years to build a large language model (LLM) with at least 100 billion parameters. The model will be applied in the processing of state legal documents, accounting, tax, corporate governance and the agricultural sector to support people in developing livestock and crop farming.
MISA also proposed a series of policy proposals to promote research, application of science and technology, innovation and digital transformation. These include: public procurement investment policy (approving fixed budgets for SaaS software, not requiring source code when bidding), tax incentives for businesses and individuals creating "Make in Vietnam" software, tax exemption for foreign experts working in Vietnam. In addition, MISA proposed prioritizing land rental for offices, exempting registration fees when registering land use rights for technology enterprises, developing a shared national digital platform and contents related to science and technology funds and science and technology enterprise certificates.
Previously, Minister of Science and Technology Nguyen Manh Hung repeatedly emphasized the central role of enterprises in promoting science, technology, innovation and digital transformation. The Minister affirmed: "Enterprises are the center and pillar of this process. The Ministry of Science and Technology is committed to always accompanying, supporting and creating all favorable conditions for enterprises to confidently conquer technological heights, improve competitiveness and affirm their position in the regional and global markets"./.
