Deputy Minister of Foreign Affairs Do Hung Viet affirmed this at the press conference announcing the National Report under the UPR Mechanism Cycle IV of Vietnam held on the afternoon of April 15 in Hanoi.
The press conference was attended by representatives of embassies in Vietnam, international organizations, and many domestic and foreign reporters.
Vietnam has successfully implemented 209 recommendations.
Speaking at the press conference, Deputy Minister Do Hung Viet said that the UPR is one of the most important mechanisms of the Human Rights Council, with the task of reviewing the human rights situation in all UN member countries, thereby promoting countries to fully implement their obligations and commitments on human rights based on the principles of dialogue, cooperation, equality, objectivity and transparency. "With a consistent policy on protecting and promoting human rights, Vietnam attaches importance to the UPR mechanism and always seriously builds national reports as well as implements recommendations that Vietnam accepts in each cycle," Deputy Minister Do Hung Viet emphasized.

Sharing the content of the Report that Vietnam will present at the Dialogue Session on the National Report on the UPR Mechanism Cycle IV at the UN Human Rights Council on May 7, Deputy Minister Do Hung Viet said that as of January 2024, out of the 241 recommendations that Vietnam accepted in the Cycle III, Vietnam has completed the implementation of 209 recommendations (accounting for 86.7%), partially effectively implemented and is continuing to implement 30 recommendations (12.4%), and is considering implementation at an appropriate time for 2 recommendations (accounting for 0.9%).
From 2019 to the end of November 2023, Vietnam has continued its efforts to build a rule-of-law state with 44 laws passed, including many important legal documents related to human rights and civil rights. Vietnam has also continued to review and amend and supplement a number of laws in accordance with international commitments. Vietnam has also continued to review and join international conventions on human rights as well as seriously implement the treaties. To date, Vietnam has participated in 7/9 basic international conventions on human rights, 25 international conventions on labor rights of the International Labor Organization (ILO). In addition, Vietnam has also actively contributed to the common efforts of the international community in promoting human rights in the world with practical and specific initiatives and actions, especially in its capacity as a member of the UN Human Rights Council for the 2023-2025 term...

Deputy Minister Do Hung Viet emphasized that with those efforts, Vietnam has achieved many achievements in ensuring human rights in practice. Since 2019, GDP per capita has increased by 25%, the rate of poor households has decreased by 1.5% per year. The preventive health network is widely organized nationwide, closely linked with grassroots health care, the health insurance coverage rate increased from 81.7% in 2016 to 92% in 2022; the rate of households using hygienic water sources in Vietnam reached 98.3%, an increase of 0.9 percentage points compared to 2018; 90.69% of operating industrial parks have centralized wastewater treatment facilities (an increase of 13 industrial parks compared to 2019); 85% of people with disabilities in difficult circumstances receive social assistance, care and rehabilitation...
After 26 years of connecting to the internet, as of September 2023, Vietnam has more than 78 million internet users (ranked 13th in the world in terms of number of users, up 21% compared to 2019), the number of mobile broadband subscribers is 86.6 million (up 38% compared to 2019). In addition to these results, the National Report on the UPR Mechanism Cycle IV also pointed out a number of challenges that Vietnam must face, thereby proposing priority directions and cooperation needs of Vietnam in the coming time such as: Increasing resources for sustainable and inclusive development; improving the efficiency of public service provision, strengthening administrative reform efforts, effectively implementing the national green transformation and digital transformation strategy; fully implementing the Sustainable Development Goals (SDGs), expanding the social security system, narrowing the development gap between urban and rural areas, remote areas; raising awareness of human rights.
The process of developing Vietnam's UPR Report is carried out openly and transparently.
At the press conference, Deputy Minister Do Hung Viet also pointed out a number of advantages that Vietnam has gained in the process of implementing the UPR recommendations of the third cycle that Vietnam has accepted and developing the National Report on the UPR Mechanism of the fourth cycle. First of all, the consistent policy of the Party and State of Vietnam is to always respect human rights, always put people at the center of Vietnam's development process, identify people as the subject, the goal; and the resource for the country's development. In addition, in the past time, despite facing many challenges from the Covid-19 pandemic, Vietnam's economy has still developed and achieved many important results, thereby improving people's lives, ensuring social security as well as better ensuring human rights.

“The process of developing the National Report on the UPR Mechanism of Vietnam was carried out openly and transparently with the full participation of relevant parties, not only government agencies but also agencies, professional social organizations, mass organizations and directly the people, as well as international partners. The Ministry of Foreign Affairs of Vietnam as well as a number of ministries and branches organized 6 workshops and consultations to collect opinions of relevant parties on the content of the report. At each workshop, there were about 30-40 representatives of organizations attending and the participation of many embassies, international organizations, and foreign non-governmental organizations in Vietnam contributing content to this report. In addition, we also received many comments from organizations and individuals via email and we have studied and accepted appropriate comments from those organizations and individuals,” affirmed Deputy Minister Do Hung Viet.

The national report on the protection and promotion of human rights in Vietnam under the Universal Periodic Review (UPR) cycle IV, presented in Vietnamese and English, has been officially submitted to the United Nations Human Rights Council.
Expressing that the development of the National Report on the UPR Mechanism as well as the implementation of UPR recommendations are the responsibility and obligation of all UN member states, Deputy Minister Do Hung Viet emphasized that the process of developing the National Report on the UPR Mechanism of Vietnam is closely linked to the process of participating in the Human Rights Council. That is to ensure respect, understanding, dialogue and cooperation, ensuring human rights for all. Vietnam will continue to increase its participation and contributions to the Human Rights Council in the coming time.
