Immediately after the official welcoming ceremony for Prime Minister Pham Minh Chinh in the capital Brasilia on the morning of September 25 local time, Brazilian President Luiz Inacio Lula da Silva and the head of the Vietnamese Government entered the meeting room.
Brazilian leaders shared their admiration for the country and people of Vietnam in their struggle for national independence and in their current national construction.
According to President Lula da Silva, the Brazilian people are always inspired by the courage and indomitable will of the Vietnamese people.

Prime Minister Pham Minh Chinh stressed that Vietnam attaches great importance to its relationship with Brazil - Vietnam's leading important partner in Latin America. The Prime Minister respectfully conveyed the greetings of General Secretary Nguyen Phu Trong, President Vo Van Thuong, and National Assembly Chairman Vuong Dinh Hue to President Luiz Inacio Lula da Silva.
With the assessment that the relationship between the two countries is developing positively, the two leaders shared their satisfaction when the two-way turnover in 2022 reached nearly 6.8 billion USD and in the first 6 months of 2023 reached nearly 3.3 billion USD. This result affirms Brazil's position as Vietnam's number one and potential trade partner in Latin America.
Vietnam and Brazil also agreed to effectively implement existing cooperation mechanisms between the two countries on political consultation and economic and trade cooperation, and soon organize the 3rd meeting of the Vietnam-Brazil Joint Committee on Economic and Trade Cooperation with the goal of striving to increase bilateral trade turnover to 10 billion USD by 2025 and 15 billion USD by 2030.

The two countries also agreed to promote the initiation of negotiations on a free trade agreement between Vietnam and the Southern Common Market (MERCOSUR) with the expectation that once signed and effective, this agreement will create momentum for business, trade and investment cooperation.
This will bring real results to businesses and people of Vietnam and MERCOSUR member countries.
President Lula da Silva and Prime Minister Pham Minh Chinh agreed to promote exchanges to soon reach an agreement on Brazil recognizing Vietnam’s market economy status. The two sides also agreed to promote the signing of a double taxation avoidance agreement.

The areas the two leaders emphasized that need to be focused on include transnational crime prevention, sports, football, innovation, digital transformation, green development, renewable energy, and climate change response.
Vietnam affirmed its readiness to support Brazil in its cooperation with ASEAN, as well as promote ASEAN-MERCOSUR relations to develop commensurate with the cooperation potential and strengths of each side.
