Vietnam-Austria strengthen cooperation in the fields of technical infrastructure and green technology

Recently, Deputy Minister of Construction Pham Minh Ha received Austrian Ambassador to Vietnam Philipp Agathonos and a business delegation from Austria to explore the Vietnamese market and seek cooperation opportunities in the fields of green building development, water supply, drainage, wastewater treatment, etc.

At the meeting, Deputy Minister Pham Minh Ha said that the Ministry of Construction is focusing on implementing a number of key tasks of the Industry, including drafting legal documents such as the Law on Water Supply and Drainage, the Law on Urban Development Management, the Law on Architectural Planning, etc. The Ministry is also interested in the contents of green buildings, using energy economically and efficiently, and responding to climate change.

Regarding the state management field of the Ministry of Construction, one of the important fields is the management and development of legal policies, regulations, norms and standards on technical infrastructure, planning - architecture, housing, etc.

Continuing the Deputy Minister, Austrian Ambassador to Vietnam Philipp Agathonos said that Austria has a highly developed industrial sector and is currently investing heavily in innovation.

Currently, Austria invests heavily in ensuring a clean, sustainable environment, notably in technologies for water management, supply, drainage and wastewater treatment. One of the reasons why Austrian cities are voted as the most livable cities in Europe is due to their clean water sources and excellent wastewater treatment.

On the occasion of working with the Ministry of Construction, the Commercial Counselor of the Austrian Embassy in Vietnam, Dietmar Schwank introduced Austrian enterprises operating in the fields of clean water supply, drainage and wastewater treatment. Commercial Counselor Dietmar Schwank assessed that Vietnam and Austria have many opportunities to cooperate in projects related to areas of mutual interest.

Austrian companies have extensive experience in the fields of water supply, wastewater treatment, etc. and have also participated in a number of major projects in Vietnam, such as providing advanced water treatment systems for the Duong River surface water plant or providing clean water for Hanoi city.

To successfully implement projects, Austrian companies will have to work with partners in Vietnam to learn about standards, norms, and technical regulations on clean water supply, wastewater treatment, or green building development and energy saving.

At the meeting, representatives of several Austrian enterprises introduced their technologies in the fields of smart urban development; energy conversion, climate, water and environment, transportation, urban; Construction materials, clean water supply, wastewater treatment; Biomass energy; Urban waste treatment; Energy production from waste.

On the side of the Ministry of Construction, the Departments and Divisions shared the contents that the Austrian side was interested in. The representative of the Department of Technical Infrastructure said that the Vietnamese Government has paid attention to issuing many policies and programs on green infrastructure development. Regarding specialized legal regulations, the Ministry of Construction is drafting the Law on Water Supply and Drainage and the Law on Urban Development Management.

Regarding the current situation, Vietnam has more than 900 urban areas and about 400 industrial zones related to water supply and drainage; about 750 concentrated urban water supply plants with a capacity of 12.6 million m3 /day and night; the urban wastewater treatment rate is about 15% - 20%. Therefore, the demand for clean water supply, drainage and wastewater treatment in Vietnamese urban areas is very large, and it is necessary for Austria to share experiences in technology development, planning, design and policy development related to urban water supply and drainage.

A representative of the Department of Science, Technology and Environment said that the Ministry of Construction is planning to review, compile and renew regulations and standards in line with the European Standards System (Eurocode). Therefore, the Department of Science, Technology and Environment hopes that Austria can support the Ministry of Construction in reviewing and developing new regulations and standards.

On this occasion, the representative of the Department of Science, Technology and Environment discussed with the Austrian side the following contents: Carbon Border Adjustment Mechanism (CBAM) of the European Union (EU); investment in innovation, environmental protection and climate change response; urban waste treatment technology; green buildings, energy-saving buildings, green materials, etc.; circular economy, recycling industrial waste into construction materials.

The representative of the Department of Planning and Architecture expressed interest that Vietnam and Austria could study and build a European standard system related to infrastructure, new technology in waste treatment... to be included in urban and rural planning.

In addition, the Department of Planning and Architecture also hopes that the Austrian side will support the Ministry of Construction in implementing a number of contents on building a system of standards and regulations for urban and rural areas; Building a model for investment in developing technical infrastructure in urban industrial parks; Coordinating the construction of green planning and sustainable development in a locality of Vietnam; Training officials on planning - architecture, digital transformation, etc.

Concluding the meeting, Deputy Minister Pham Minh Ha affirmed that Vietnam is experiencing a very rapid urbanization rate, so the demand for clean water supply, wastewater and waste treatment in urban areas is very large. Therefore, the Ministry of Construction always welcomes foreign enterprises to invest in the fields of the construction industry.

The Ministry is also always ready to exchange information and support foreign enterprises in learning about Vietnamese legal regulations, or technical regulations and standards of the Construction industry.

The Deputy Minister assessed that the cooperation opportunities between Vietnam and Austria are huge as the Vietnamese Government has determined to develop regulations and standards in line with the European Advanced Standards System.

On this occasion, the Deputy Minister hopes that the Ambassador will pay attention to discussing with the Austrian Government to expand cooperation to other issues beyond the content discussed at the meeting.

The Deputy Minister assigned the Department of Technical Infrastructure to act as the focal point for units under the Ministry of Construction to work specifically with the Austrian side on issues of mutual interest, thereby realizing them into projects for implementation in practice.
