Ambassador Nguyen Van Hai: 2025 is a pivotal year for Mexico

Vietnamese Ambassador to Mexico Nguyen Van Hai gave an interview to The Gioi and Viet Nam Newspaper ahead of the 4th Partnership for Green Growth and the Global Goals 2030 (P4G) Summit, scheduled to take place from April 16-17 in Hanoi.

As someone who is attached to the beautiful North American country, from a local perspective, how does the Ambassador “measure” the readiness of Mexican businesses in the green transition process?

Mexico was interested in green transition very early, setting greenhouse gas reduction targets in 2009.

During his term in office (2018-2022), President Andres Manuel Lopez Obrador (AMLO) affirmed that Mexico's commitment is to reduce CO2 emissions by up to 30% by 2030. To achieve this goal, the country has proposed 35 solutions to reduce total annual CO2 emissions, estimated to reduce up to 88.9 million tons of CO2 by 2030.

In terms of business orientation, the North American country amended the General Law on Climate Change (LGCC) in 2018, paving the way for the introduction of the SCE (Special Emissions Trading System), which began its pilot phase in 2020 and is expected to be fully operational in 2024, with the main goal of incentivizing the reduction of greenhouse gas (GHG) emissions beyond the threshold limit in the industrial sector.

However, this process is taking place more slowly than expected. Carbon credits in the Mexican market are currently still operating on a voluntary basis. Currently, some large corporations in Mexico such as Bimbo, Cemex, Natura, Tajín, Walmart Mexico and Central America, Unilever, Modelo, IKEA Mexico, Volkswagen, Intel are leading the way in applying green transformation technology.

Besides the cooperation opportunities, Mexico is also facing many obstacles that need to be resolved in the green transition process, such as balancing the interests between traditional industries and the renewable energy sector. What can Vietnamese businesses learn from your experience, Ambassador?

It can be said that 2025 is a pivotal year for the North American country, when through strategic plans, the foundation is laid for the implementation of development goals of phase 2 in the fourth transformation, including the ambitious Mexico Plan.

However, to achieve the above goal, the country must overcome many challenges such as: Balancing economic development and ensuring environmental sustainability, especially in indigenous communities; converting to clean energy, renewable energy but needing to balance the benefits for companies exploiting and trading traditional energy...

Currently, we are entering a period of strong transformation and reform in many aspects to be ready to enter the era of national development. I believe that our businesses can learn the following from Mexico's fourth transformation:

First , balance short-term growth targets with technological competitiveness and green, sustainable standards in the medium and long term.

Second , it requires strong will and determination in research and development to master advanced technology, especially technologies related to new generation energy batteries, artificial intelligence (AI), semiconductors, etc.

Third , focus on investing in and developing high-quality human resources, green workforce, engineers and technical experts with high expertise in renewable energy and green development.

Fourth , early application of CO2 emission threshold standards and participation in the development of the carbon credit market to prepare for international integration in this field.

More broadly, in the green growth and sustainable development roadmap, as both P4G member countries, what potential areas do you think Vietnam and Mexico can cooperate "win-win" in?

Mexico is focusing on promoting the energy transition towards green development. Therefore, one of the areas that the administration of President Claudia Sheinbaum prioritizes is the development of the electric vehicle industry. Vietnamese enterprises with potential in this field can consider cooperation.

In addition, Vietnamese businesses can also consider bidding for projects to provide clean energy for large data centers that many large corporations such as Google, Microsoft, and Amazon are planning to build in the two states of Queretaro and Guanajuato.

Finding opportunities and introducing the strengths of Vietnamese enterprises to serve green transformation development has been and will be one of the important contents of the Vietnamese Embassy in Mexico, especially the Trade Office of the Embassy, ​​when working with central and local management agencies as well as with Mexican enterprises.
