The construction of workers' accommodation in industrial zones is approved.

Continuing the 6th session, on the afternoon of October 26, Chairman of the National Assembly's Law Committee Hoang Thanh Tung reported on explaining, accepting and revising the draft revised Housing Law.

Regarding the construction of workers' accommodation in industrial parks, the National Assembly Standing Committee approved the construction of workers' accommodation in the commercial and service land area of industrial parks as stipulated in the draft Law submitted by the Government at the 5th session.

According to the National Assembly Standing Committee, building accommodation in industrial parks helps solve many problems and creates convenience for industrial park workers.

For example, investment and construction procedures are shortened due to synchronization with industrial parks; convenient for workers in daily life, saving costs, travel time, reducing traffic congestion...; still being able to ensure living environment, security, and safety with solutions of fences and separate entrances from industrial production areas.

To ensure strictness, the National Assembly Standing Committee has directed to add regulations to the draft Law on planning and land allocation and assigned the Government to stipulate environmental conditions, scale, and land area ratio for developing workers' accommodation in industrial parks.

At the same time, it is necessary to clearly define the subjects of renting worker accommodation, including only individual workers working in that industrial park to suit the accommodation nature of the project, focusing policies on beneficiaries who are low-income people...

In addition, according to the Standing Committee of the National Assembly, expanding and allowing the construction of workers' accommodation outside industrial zones will easily lead to abuse and exploitation of policies. Therefore, the Standing Committee of the National Assembly recommends focusing on building social housing for workers outside industrial zones as per the current housing law and the provisions of the draft Law.

Speaking on the draft revised Housing Law on the afternoon of October 26, delegate Khuong Thi Mai - National Assembly Delegation of Nam Dinh province - expressed her agreement with the plan to build workers' accommodation in industrial parks within the commercial and service areas of industrial parks.

However, the delegates also said that these projects must have fences, separate entrances, separate from industrial zones and must ensure the environment. At the same time, it is necessary to amend Article 19 of the Investment Law to ensure consistency between current laws and save costs, travel time, avoid traffic jams, etc.

Regarding the construction of public accommodation for workers outside industrial parks, delegate Mai also agreed with the construction of accommodation for workers outside industrial parks.

According to the delegate, it is necessary to clearly stipulate that enterprises and cooperatives outside industrial parks invest in building worker accommodation for their workers and must comply with the construction planning managed and controlled by the provincial State management agency in terms of quality and area standards of worker accommodation.

Giving opinions on this issue, many National Assembly delegates also agreed to build workers' accommodation in industrial parks.
