When reclaiming land to implement the Krong Pach Thuong reservoir project, Dak Lak province built 2 resettlement areas with a total cost of more than 500 billion VND. However, after many years of moving to a new place, many households sold their land and houses to return to the forest to live because there were too many problems in the resettlement area.

Seen from above, resettlement area No. 1 built in Cu Elang commune, Ea Kar district, Dak Lak province is no different from an urban area in the middle of the Central Highlands. However, the lives of households here are extremely difficult, mainly because people do not have enough land for production.

Three years ago, Vang Seo Chang's family moved to resettlement area No. 1. According to the plan, when moving here, his family would be given 1 sao of land to build a house, 4.6 sao of rice fields and 5.4 sao of farmland. However, after more than 3 years, his family has only received 1 sao of land to live on and more than 2 sao of rice fields. He and his wife have to go everywhere to work for hire to support their 4 school-age children.

Seen from above, resettlement area No. 1 of Cu Elang commune looks like an urban area in the Central Highlands, but inside, people's lives still face many difficulties due to lack of arable land.

Mr. Giang Seo Sang, Head of Resettlement Area No. 1, said that the resettlement area was built and arranged for 240 households with more than 1,200 people to move from the Krong Pach Thuong reservoir. The infrastructure in the resettlement area has been invested in quite synchronously and systematically, but the allocation of land for production to the people still has many shortcomings.

“Up to now, after more than 3 years, about 50% of households in the resettlement area have only been granted more than 4.6 sao of rice land according to regulations, the remaining 50% have only received 2 to 3 sao. As for the cultivated land, no household has received it yet. With no jobs, many households have had to leave their children with acquaintances to look after so they can work for a living. Recently, some households have sold their houses and land to move to another place to live,” said Mr. Sang.

At resettlement area No. 2 built in Cu Bong commune, Ea Kar district, home to 464 households with more than 2,000 people relocated from the Krong Pach Thuong irrigation reservoir, the reality is even more tragic. Up to now, only half of the population has come to live here, the rest have returned along the Truong Son Dong road to build houses and establish villages to make a living.

Mr. Ma Xuan Sao (born in 1985, a resident of resettlement area No. 2) said that more than a year ago, his family voluntarily moved to this resettlement area to live, giving up more than 2 hectares of land under the Krong Pach Thuong irrigation lake to do the project. According to regulations, when moving to the new place, the family will be given more than 1 sao of residential land, nearly 5 sao of rice fields and more than 5 sao of upland land. However, up to now, his family has not received even a single meter of cultivated land. "More than 2 hectares of land under the lake were compensated with more than 2 billion. Business is sluggish, there is no land for cultivation, and the compensation money has been almost used up. What will we do to make a living?", Mr. Sao said sadly.

People return to the forest to build villages to make a living.

There are hundreds of households who refuse to move to this resettlement area but instead go along Truong Son Dong road in Cu San commune, M'Drak district to establish villages to make a living.

More than a year ago, Ma A Ta’s family was one of the households mobilized to move to resettlement area No. 2. However, after nearly half a year, the couple packed up and returned along Truong Son Dong road. “Here, the locals gave me more than 3 hectares of land to cultivate. Although life is still lacking in many things, at least we don’t have to worry about land for production, so we want to stay here,” Ma A Ta explained.

According to statistics from the People's Committee of M'drak district, up to now, nearly 200 households have left the resettlement area or moved right from the beginning along both sides of Truong Son Dong road to live, mainly due to the need for land for production.

According to the Management Board of the project for investment in construction of traffic works and rural agricultural development in Dak Lak province, resettlement area No. 2 has organized a lottery and allocated resettlement land to 419/464 households. The number of households that did not return to resettlement area No. 2 is 193 households (including 40 households that voluntarily relocated to other places, 153 households that voluntarily relocated along Dong Truong Son road). For resettlement land, currently only a lottery has been organized and allocated land to 50 households, reaching 10%. According to the People's Committee of Ea Kar district, among the households that did not return to the resettlement area, 9 households returned to their old place in Cu San commune after building houses and auxiliary works. The reason is that the above households still have production land in Cu San commune.

The Krong Pach Thuong irrigation project has a total investment capital of more than VND 4,400 billion invested by the Ministry of Agriculture and Rural Development (MARD) and the Dak Lak Province Management Board of Traffic Construction Investment and Rural Development Projects. The project started in 2009, but to date, many construction items are still unfinished and have not been completed.

According to the project management board, the compensation, site clearance, resettlement and resettlement component of the Krong Pach Thuong reservoir project has a land acquisition area of ​​over 3,800 hectares, with 4,849 households affected with a total compensation cost of up to 1,200 billion VND, and the cost of building a resettlement and settlement area is 511 billion VND. This entire component is invested by the Dak Lak Provincial Management Board of Investment Projects for Construction of Transport Works and Rural Development Agriculture.
