On the afternoon of April 3, at the Ministry of Education and Training (MOET), a signing ceremony of a strategic cooperation agreement took place between Vietnam National University, Hanoi (VNU), Vietnam National University, Ho Chi Minh City (VNU) and Hanoi University of Science and Technology (HUST) to implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology (S&T) development, innovation (I&T) and national digital transformation.
The cooperation goal is to build the three universities into centers of excellence in training talented human resources, attracting talents, and conducting scientific research (SRC) to serve the development of strategic technology fields and innovation in Vietnam and the region with close cooperation from businesses.

Speaking at the ceremony, Deputy Minister of Education and Training Hoang Minh Son said that the Government has issued Resolution 03 promulgating the Action Program to implement Resolution 57. The Ministry of Education and Training has developed and issued a plan to implement Resolution 03 and Resolution 57. The Central Steering Committee on Science and Technology Development, Innovation and National Digital Transformation also held a meeting and General Secretary To Lam concluded the meeting, directing the Ministry of Education and Training to select 3 universities to build a model of science and technology research and development linking 3 parties: State - school - enterprise; 3 universities will become leading research and development facilities, especially in the field of AI, solving problems in governance innovation, application in education, healthcare, etc.

At the ceremony, Associate Professor Dr. Pham Bao Son, Vice President of VNU, shared: “We are deeply aware that Resolution 57 not only brings great opportunities but also poses significant requirements and challenges for universities. To meet these requirements, strengthening cooperation and linkages between universities and cooperation with enterprises is extremely important. Three universities with very strong science and technology potential will cooperate and pilot new policies together”. In that direction, VNU has established the High Technology and Innovation Park - a complete innovation ecosystem including units supporting incubation, startups, technology transfer, investment funds and enterprises. Associate Professor Dr. Pham Bao Son proposed that the three universities will work together to build and exploit science and technology infrastructure, carry out major science and technology tasks and cooperate with enterprises.
Associate Professor Dr. Tran Cao Vinh, Vice President of Ho Chi Minh City National University, said that to promote the effectiveness of this cooperation agreement, Ho Chi Minh City National University proposed that the Government, ministries and branches need to be "bold in investment", because big goals require big investments, without big investments it is difficult to make breakthroughs in the development of science and technology and innovation. In addition, the Government, ministries and branches need to make breakthroughs in State management regulations, reduce administrative procedures and have breakthroughs in policies to encourage businesses to invest in universities, because in the long term, businesses are the investors in universities. Associate Professor Dr. Tran Cao Vinh also proposed that the Government, the Ministry of Education and Training and ministries and branches need to have breakthrough policies to promote international cooperation, attract talented Vietnamese people living abroad to return to work in the country, and turn Vietnam into the best living and working environment.
After this signing ceremony, the three leading universities in Vietnam will focus on cooperation in training high-quality, highly-qualified human resources, in which the three universities will coordinate to build high-quality, talented training programs, especially postgraduate training in key and spearhead fields in the direction of jointly organizing training and research to propose mechanisms for graduates to receive degrees from all three universities. Implement assessment, credit recognition and increase student exchanges in the form of "on-site study abroad". Develop a program for exchanging lecturers and researchers. Cooperate in core technology research, develop strategic technology products; cooperate in building a shared database and resource system; organize conferences, seminars, develop cooperation and attract international scholars and coordinate communications, build a common information organization mechanism to enhance the prestige and influence of the three universities...
