The reduction of ticket prices in the vicinity of Quang Duc BOT toll station will be implemented after the competent authority approves solutions to handle the project's difficulties and problems.
The Ministry of Transport has just sent a document to the National Assembly Delegation of Dak Lak province regarding the failure to reduce fares for people in the surrounding areas at the BOT toll station Km1747 (Quang Duc) on National Highway 14 in this province.
The National Assembly delegation of Dak Lak province said that the Vietnam Road Administration and businesses together with the locality have committed to reducing tolls at BOT station Km1747 within a 5km radius for people, but so far they have not implemented it.
Toll station Km1747 belongs to the project to upgrade and expand Ho Chi Minh road (QL14) section Km 1738+148 - Km 1763+610, Dak Lak province under the form of BOT contract.
Explaining this issue, according to the Ministry of Transport, the Vietnam Road Administration has coordinated with the Dak Lak Provincial Department of Transport to negotiate and sign a memorandum with Quang Duc BOT Joint Stock Company (investor) to agree to review the price reduction plan for affected vehicles on the principle of ensuring harmony of interests of all parties.
Since 2017, the Ministry has coordinated with Dak Lak province and investors to review and report to the Prime Minister on difficulties and problems, and propose solutions to handle shortcomings at toll station Km1747.
The investor has agreed on a plan to relocate the toll station to a new location at Km1758 Ho Chi Minh Road within the project scope.
However, due to reasons such as: Toll revenue is not guaranteed; Banks do not agree to continue funding the construction of new toll stations and have classified the BOT project enterprise as overdue in Group 5... so the relocation of the toll station cannot be implemented.
"In 2019, the western bypass section of Buon Ho town on Ho Chi Minh road was put into operation, causing traffic through toll station Km1747 (QL14) to decrease significantly.
To ensure capital recovery under the BOT contract, the investor has repeatedly requested not to reduce prices and reported on difficulties and obstacles. Reducing ticket prices has not been possible yet," the Ministry of Transport informed.
In order to completely resolve the problems and difficulties of the project, the Ministry of Transport said that in April 2022, the Government concluded: "Basically, the ministries, branches and agencies attending the meeting agreed on the solution as proposed by the Ministry of Transport according to the plan to report to the National Assembly to allow the allocation of state budget capital to repay the investor to remove the toll station to thoroughly resolve the project's problems".
The Ministry of Transport has coordinated with localities to synthesize difficulties and obstacles, develop principles and solutions, and submitted to the Government Standing Committee for consideration a plan to resolve difficulties and obstacles in a number of BOT traffic projects. This includes the project to upgrade and expand Ho Chi Minh Road (QL14) section Km1738+148 - Km1763+610, Dak Lak province under the BOT contract form.
The Ministry has also coordinated with the State Bank of Vietnam to organize negotiations with investors and credit providers to agree on solutions to handle difficulties and obstacles and risk sharing responsibilities of the parties.
Based on the negotiation results and regulations of the revised Law on Investment under the public-private partnership model, the Ministry of Transport is urgently synthesizing and completing the project to submit to competent authorities for consideration and decision.
"After the competent authority decides on the handling plan, the Ministry of Transport will implement the next steps according to the law to handle the project's shortcomings," the document stated.
