Overview of the workshop.
The conference's introduction affirmed that the birth of the Outline on Vietnamese Culture in 1943 (abbreviated as the Outline) demonstrated the Party's thinking, vision and deep concern in cultural development.
Through the historical process with many fluctuations, the values of the Outline still retain their vitality and play an important role in the revolutionary cause, construction and development of the country.

Faced with the constant changes of history and the demands of development, the theses of the Outline still retain their value and influence. The Outline continues to be applied, inherited, supplemented, and perfected in the system of Party documents on culture through the periods.
That shows that the Outline is considered a starting platform for establishing and perfecting theoretical thinking on cultural development and human development in Vietnam.
Deputy Head of the Provincial Party Committee's Propaganda Department Nguyen Xuan Hai presented a paper on "Promoting the value of the Outline on Vietnamese culture in the struggle to protect the Party's ideological foundation and refute erroneous and hostile views in the cultural field".
Not only having theoretical value, the Outline also has great practical significance in developing culture and building Vietnamese people; bringing many important changes and results in the cause of developing Vietnamese culture and people over the past decades.
For Ha Tinh province, in the light of the Outline, especially after implementing Resolution No. 11-NQ/TU dated October 5, 1998 of the Provincial Party Committee (term XIV) on building and developing Ha Tinh culture in the spirit of Resolution 5 of the Central Committee (term VIII), Ha Tinh has achieved many achievements in the cultural field, contributing significantly to improving the material and spiritual life of the people, promoting socio-economic development.

However, besides the achieved results, the process of building and developing Ha Tinh culture still has certain limitations: the care for building people with good personalities and lifestyles has not been strongly implemented, not really permeated into all social classes; the solution to the harmonious relationship between economy and culture has not met the requirements.
State and social resources for cultural construction and development are still limited; the fields of literature and art are not commensurate with the cultural traditions, people of Ha Tinh and the development requirements of the province; the cultural environment in behavioral relationships, families, schools, offices, businesses, traffic culture, and festivals is not really healthy and civilized in some places and at some times...
Head of the Department of Culture Management, Nguyen Tung Linh, provided some information related to culture such as: Resolution of the 42nd UNESCO General Assembly, proposing to recognize some artifacts as national treasures...
The scientific workshop “Building and developing Ha Tinh under the light of the outline on Vietnamese culture” has practical significance in continuing to spread the everlasting values of the outline; at the same time, it is a forum for scientists, leaders and managers to continue to research and apply the core ideas of the outline to find orientations and solutions to build and comprehensively develop the culture and people of Ha Tinh to meet the requirements of the revolutionary cause in the new situation.
The workshop received the attention of many scientists, staff, and managers inside and outside the province with 46 presentations. The presentations focused on researching, affirming, and applying the ideas, viewpoints, theoretical and practical values in the Outline to various areas of social life; applying them to the construction and development of Ha Tinh province; making culture truly an endogenous force to ensure the sustainable economic and social development of the province...

Speaking at the workshop, Standing Deputy Secretary of the Provincial Party Committee Tran The Dung affirmed the theoretical and practical values of the Outline on Vietnamese culture, considering it the foundation and driving force for the development of the country in general and Ha Tinh in particular.
The Standing Deputy Secretary of the Provincial Party Committee emphasized: Ha Tinh is a land with great potential in terms of tangible and intangible culture. The traditional cultural values of the people and homeland have created a unique cultural treasure of Ha Tinh; however, this potential has not been effectively exploited to serve the development of the province.
The Standing Deputy Secretary of the Provincial Party Committee requested that scientific researchers and management staff continue to contribute ideas and discuss solutions to apply the ideas and viewpoints of the outline to the development of Ha Tinh culture; localities, departments and branches must raise awareness and promote responsibility in building cultural development programs and plans in line with political tasks; build culture into a driving force and foundation for the development of the province.
