Currently, the procurement and bidding of drugs and medical equipment by some units and localities still do not meet practical requirements, the reason being that besides the legal system, there are still some points that need to be further improved, the most important thing is whether the units and localities dare to do and implement the procurement or not, and the decentralization of procurement authority to units of some localities is still limited, leading to the procurement process being prolonged.
Deputy Minister of Health Do Xuan Tuyen has just chaired a working session with central hospitals, provincial and municipal health departments, and provincial general hospitals nationwide on bidding and purchasing of drugs and medical equipment for medical examination and treatment.

At the meeting, the Ministry of Health noted that there were still some opinions mentioning some difficulties and problems in the procurement of drugs and medical supplies.
Regarding implementation methods, information shows that there are still some localities that have not thoroughly decentralized the bidding and purchase of drugs and medical supplies.
At the same time, in reality, during the bidding process for purchasing drugs and medical supplies, there are still some items that do not have contractors participating; some items won the bid but the contractor does not supply or supplies intermittently, or only supplies a part.
With the existing problems, Deputy Minister of Health Do Xuan Tuyen requested hospitals and Departments of Health of provinces and cities to study and implement institutional guidelines on bidding and procurement to apply in the implementation process to ensure compliance with regulations.
Develop a plan for the use of drugs and supplies based on the disease structure at the medical facility.
When conducting bidding and purchasing, if the first time does not meet the requirements, it is necessary to urgently carry out the second time and the following purchases must meet the regulations.
Relevant Departments and Offices of the Ministry of Health continue to review the decentralization of purchasing and bidding for hospitals under the Ministry.
At the same time, the Department of Health of provinces and cities shall advise the Provincial People's Committee to submit to the People's Council to issue a thorough decentralization for medical examination and treatment facilities in bidding and purchasing drugs and medical supplies.
The Ministry will continue to work with localities and hospitals to guide and remove difficulties and obstacles (if any) and strengthen the synchronous implementation of solutions to completely resolve the shortage of drugs and medical equipment in accordance with the direction of the National Assembly, the Government and the Prime Minister.
According to Mr. Do Xuan Tuyen, relevant agencies need to review detailed regulations and instructions for implementing the Law on Bidding and Decree No. 24/2024/ND-CP to propose to competent authorities to amend and supplement (if any) to suit the actual procurement of drugs and medical equipment.
At the request of the Ministry of Health's leaders, the Department of Planning and Finance needs to coordinate with relevant units of the Ministry of Health to speed up the development and issuance of a handbook on procurement and bidding processes and procedures.
At the same time, strengthen the dissemination of laws and provide training to improve the capacity of bidding staff in implementing legal regulations on bidding.
