Accordingly, after Circular 29/2024 on management of extra teaching and learning takes effect, the Ministry of Education and Training will establish an inspection team to conduct direct inspections in 6 provinces and cities.

The Ministry of Education and Training also held an online conference to evaluate the management of extra teaching and learning, and the work of early-level enrollment and organization of the 2025 high school graduation exam.
However, besides some localities that have seriously implemented, there are still some localities that have not seriously implemented the regulations on the time to report on the implementation of Circular No. 29.
Specifically, up to now, 7 provinces have submitted reports later than the regulations: Quang Ninh, Dak Lak, Dong Nai, Tien Giang, Tay Ninh, Vinh Phuc, Ba Ria - Vung Tau. Along with that, some localities are still confused in implementation because they have not issued documents regulating the management of extra teaching and learning according to their authority.
To continue strengthening state management of education and improving the effectiveness and efficiency of management, the Ministry of Education and Training requests that People's Committees of provinces and cities continue to synchronously and resolutely carry out tasks and take full responsibility for secondary and high school enrollment and management of extra teaching and learning activities in the area as required by the Prime Minister.
The Ministry of Education and Training requests that the People's Committees of provinces and cities continue to pay attention to and strengthen the direction of the implementation of development contents, and promptly report to the Ministry any problems and difficulties in the implementation process.
The ban on private tutoring
At the recent conference on the implementation of Circular 29/2024 on the management of extra teaching and learning, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that ending extra teaching and learning is no longer a prescriptive order, but must become an order of our entire sector. It is an order of responsibility, an order for the quality of students, an order to educate students to develop comprehensively, to bring education back to its original principles, and to give back childhood to students.
"Rampant private tutoring has reached the red line. We must be determined, united, and strict with violations, not lax or compromising," Mr. Thuong resolutely said.
According to Mr. Thuong, a circular cannot solve all problems but requires professional solutions, including increasing the number of schools, reducing the number of students, reducing the quality gap between schools; innovating assessment and evaluation, creating appropriate exam questions, and developing self-study ability. However, he noted: "Self-study does not mean abandoning students but self-studying with the guidance of teachers. What is the point of building libraries and facilities to organize the second session?"
