On the afternoon of March 17, Traffic Police Team No. 2 (Traffic Police Department of Hanoi City Police) deployed a working group led by Major Mai Xuan Tu to control alcohol concentration violations for drivers of motorbikes, cars and bicycles on Hoang Hoa Tham Street (Ba Dinh District, Hanoi).
The alcohol testing process is carried out in two steps. When the vehicle is first stopped, the drivers are tested using a qualitative method. At this time, the alcohol testing machine is in quick testing mode, the driver only needs to blow a small amount of breath into the machine to detect alcohol. The entire qualitative testing process only takes about 5 seconds, ensuring that it does not cause trouble for the driver. If the driver is found to have alcohol, the traffic police will ask the driver to get out of the car for a quantitative test. This step will give the correct violation index of the driver.
The alcohol concentration control position was carried out by the working group in accordance with regulations with markers, reflective tape and a small lane to carry out the task.
Major Mai Xuan Tu said that in more than 2 hours of carrying out the task, the task force stopped and inspected more than 100 drivers from cars, motorbikes to bicycles, but only 2 violations were detected. In particular, one "drunk" case was an old man riding a bicycle.
Specifically, the violator was an old man named H.D.C (born in 1949; residing in Ba Dinh district, Hanoi) who was driving a bicycle and was determined to have violated the level of 0.288 mg/L of breath.
In his presentation to the working group, Mr. C said that he had drunk about 3 glasses of beer because he went to a wedding. Mr. C is fully aware that drinking alcohol while driving a vehicle, whether a bicycle or a motorbike, is dangerous for himself and society.
The traffic police team drew up a ticket to fine Mr. C. 300,000 VND and temporarily impounded his bicycle.
According to the report of the Traffic Police Department of Hanoi City Police, after 2 months of implementing Decree 168/2024/ND-CP, the city's traffic police have handled 27,683 violations.
