According to the project, based on the current production status, supply-demand balance, construction material demand for socio-economic development, and planned mineral resources for construction materials, the project proposes to prioritize investment in the development of a number of key construction materials of the province according to the needs of socio-economic sectors in localities, including: cement; burnt bricks; unburnt construction materials; construction stones; construction sand and gravel; construction glass; filling materials; concrete; roofing materials and a number of other types of construction materials such as: pre-mixed dry mortar in bags, Terrazzo tiles, industrial wood panels and composite wood plastic, and finishing decorative materials.
The project aims to develop the province's construction materials industry to be competitive in the region, ensuring harmony between socio-economic and environmental benefits; meeting the construction needs of the province and the region and effectively exporting, diversifying the types of high-value, environmentally friendly products.
Develop the construction materials industry with advanced and modern production technology, renovate technology or stop production for production lines with outdated technology, consuming a lot of fuel, energy and polluting the environment. Prioritize projects and project chains for construction materials production concentrated in industrial parks and industrial clusters, using modern technology, with a high localization rate in equipment.
By 2030, the province's construction materials industry will achieve advanced, modern, environmentally friendly technology; high mechanization and automation, meeting market and export demands. By 2050, the province's construction materials industry will be fully automated in the production process and become a green, sustainable industry.
The project also proposes 7 main groups of solutions for implementation, including: perfecting institutions and policies; exploiting mineral resources effectively and economically; solutions on science and technology; solutions on markets; solutions on labor resources; solutions on investment capital for developing construction materials production; and protecting the environment in production.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien requested the Department of Construction, the unit in charge of implementing the project and the consulting unit to fully absorb the opinions at the meeting to revise and supplement the project. Coordinate with relevant departments, branches and localities to supplement data on reserves, quality and capacity of construction materials close to reality. Review, determine and re-evaluate the exploitation capacity of soil and stone mines in the province.
For planning and construction of factories and cement grinding stations, it is necessary to evaluate, research and consider properly, from which there is a direction to attract investors to this field. Correctly evaluate the quality of construction sand and white sand to develop deep processing industries such as glass production and semiconductor chip substrates.
