The Ho Chi Minh City Inspectorate has just announced the conclusion of the inspection of the responsibility for performing public duties of cadres, civil servants and public employees in handling administrative procedures (TTHC) and providing public services to people and businesses. This inspection was carried out at the People's Committees of Cu Chi District and District 4.
According to the inspection conclusion, at the People's Committee of District 4 , the rate of online receipt of documents is not high (reaching a rate of 51%). This does not meet the requirements of Directive No. 27/CT-TTg of the Prime Minister and the direction of the People's Committee of Ho Chi Minh City (100% of the unit's administrative procedure documents must be received and processed on the city's administrative procedure processing information system).
There is still a situation of late settlement (4.5%) in district departments; the rate of synchronization to the National Public Service Portal is still low (1.88%), the rate of unsynchronized cases is high (98.12%).
The level of digitization of records and results of the People's Committee of this district is not high (reaching a rate of 38.5%). According to the Ho Chi Minh City Inspectorate, this is not implemented in accordance with Government regulations.

District 4 People's Committee has a total of 237 overdue records (reaching a rate of 0.1%). The results of handling administrative procedures in some areas are limited.
Specifically, in the field of Construction Permit issuance, some documents do not ensure the components of the documents; drawings do not comply with regulations; in cases where Construction Permits are issued, they do not ensure planning and architectural standards (setback, height, etc.) according to regulations of the Ho Chi Minh City People's Committee.
In the land sector, there are still many overdue files without an apology letter or an apology letter that is not in the correct format or not in the right authority. According to the HCM City Inspectorate, this is not implemented in accordance with the regulations of the HCM City People's Committee.
In addition, the publicly posted list and residential area opinion polls of cases where Certificates were issued were not in the correct form; cases of lateness in the periodic report on administrative reform work were not fully updated.

Regarding the level of digitization of records and results of settlement, the digitization rate is not high (reaching a rate of 40.5%), which is not in accordance with Government regulations.
Cu Chi District People's Committee has a total of 422 overdue files (reaching a rate of 0.5%); 105 files were not resolved through the City's Administrative Procedures Information System; 317 overdue files were resolved through the City's Administrative Procedures Information System.

The results of handling administrative procedures of Cu Chi District People's Committee in some areas are limited.
Specifically, in the field of granting Construction Permits, the district has not ensured the components of the dossier; in some cases, granting Construction Permits does not ensure the planning criteria according to the regulations of the City People's Committee.

In addition, the control sheet for the settlement process has not been fully recorded and signed; the components of the dossier are not guaranteed; the dossier returned documents are not under the right authority; the publicly posted list of cases where the Certificate was issued is not in the correct form; there are errors in the process of internal inspection of the drawings; there are 37 land division dossiers that have not been implemented in accordance with the decision of the Ho Chi Minh City People's Committee.
In the environmental field, there are still cases of returning documents multiple times for different reasons; returning documents that are not properly resolved according to the regulations of the Ministry of Natural Resources and Environment and the decision of the City People's Committee.
According to the inspection conclusion, currently, computer equipment, data sharing connection lines, and other support equipment in districts and communes often have errors during peak business hours, operate unstable, and sometimes do not respond when connecting to log into the system to perform administrative procedures for people.
