On the afternoon of October 1, at the regular meeting to report on the socio-economic situation of Ho Chi Minh City in September and the first 9 months of 2024, Mr. Tran Quang Lam, Director of the Ho Chi Minh City Department of Transport, shared about the progress of implementing a number of key transport projects in the city.

Mr. Lam said that the Thu Thiem - Long Thanh railway project has been planned for a long time; it is the route connecting Thu Thiem station with Long Thanh International Airport (Dong Nai).
Currently, the Ministry of Transport is researching and contacting investors, possibly implementing the project in the direction of PPP or ODA.
Mr. Lam added that according to the latest information from the Ministry of Transport, in 2024, the project will be approved for investment with a length of about 36km and an investment of about 3.4 billion USD. This project is expected to be completed before 2030.
According to the plan, the Thu Thiem - Long Thanh railway line will start at Thu Thiem station (An Phu ward) Thu Duc, Ho Chi Minh City), and end at Long Thanh airport (Dong Nai province). This railway line will mostly run parallel to the Ho Chi Minh City - Long Thanh expressway, the section through Ho Chi Minh City is about 11.8km long.
The Thu Thiem - Long Thanh light rail line is expected to have 20 stations, including the station at Long Thanh airport. The depot will be located east of Long Thanh airport, in Song Nhan commune (Cam My district, Dong Nai province).
The Thu Thiem - Long Thanh railway line is expected to be completed before 2030.
Regarding the belt roads, Mr. Lam shared that during this term, for the first time, the city focused on implementing them, through belt roads 2 and 3, and soon, belt road 4. This is what makes the transport sector very excited.
Regarding progress, for the Ring Road 2 project, the route length is 60km, to date, about 14km has not been completed (passing through Thu Duc City and Binh Chanh District). Of which, the Ring Road 2 section in Thu Duc City has been deployed, units are focusing on compensation and site clearance, striving to start construction in the second quarter of 2025.
The section of Ring Road 2 in Binh Chanh District has been studied and submitted to the Department of Planning and Investment for task adjustment and capital balance; if all goes well, the investment policy will be submitted in the upcoming meeting. According to Mr. Lam, the project is expected to start construction in 2025, striving to basically close Ring Road 2 by 2026.
With the Ring Road 3 project, site clearance is almost complete, reaching more than 99%. This project is following the schedule, the difficulties with sand materials have been resolved. According to the plan, the project will be completed in 2026 along with other provinces and cities.

As for the Ring Road 4 project, the Government previously divided it into 5 sections across 5 provinces and cities: Ba Ria - Vung Tau, Binh Duong, Long An, Dong Nai and Ho Chi Minh City. However, the implementation process has encountered many difficulties, especially provinces such as Long An and Dong Nai facing difficulties in capital sources, and mechanisms are needed to speed up progress such as the North-South expressway, Ring Road 3...
Faced with these concerns, Ho Chi Minh City has worked with many ministries and sectors, petitioned the Prime Minister, and taken on the role of focal agency to establish a master plan to submit to the general policy.
"This morning, Deputy Prime Minister Tran Hong Ha had a meeting and agreed that Ho Chi Minh City will preside over the overall project, including 5 provinces and cities with 206 km, total investment of 136,000 billion VND, to submit to the National Assembly at the upcoming session, then divide the project into components for the provinces," said Mr. Lam.
Mr. Lam added that if all goes well and the policy is approved in 2024, the Ring Road 4 project will start in the third quarter of 2025 and be completed in 2027 - 2028. "This will be a strategic route to connect the Southeast region," Mr. Lam assessed.
Regarding the project to develop the urban railway in Ho Chi Minh City, according to Mr. Lam, the city has reported to the City Party Committee and People's Committee, and submitted a master plan to develop the urban railway network from now until 2060. Currently, Ho Chi Minh City is completing the project, submitting it to the Prime Minister, reporting to the Politburo and the National Assembly within the year to approve the policy.

"This project will outline investment plans and roadmaps. There are 31 policy mechanisms, including 19 mechanisms submitted to the National Assembly and 12 mechanisms submitted to the Prime Minister. This is almost a separate law to shorten and remove difficulties and obstacles... only for urban railway projects," Mr. Lam shared.
Regarding the implementation roadmap, Mr. Lam expected that from 2025 to 2026, the preparation phase will be to establish pre-feasibility and feasibility plans; in 2027, implementation will begin, striving to complete some routes before 2030 and complete 184km of metro by 2035.
Regarding the Can Gio port project, this project has two major contents. The first is the project to develop the Can Gio International Transit Port. The city has completed the project, the Ministry of Transport has also completed the appraisal and submitted it to the Government. It is expected that the Government will issue and assign tasks for ministries and branches to focus on synchronously implementing and developing the port construction project.
The second content is the investment in Can Gio port, currently Ho Chi Minh City has assigned the Department of Planning and Investment to take the lead; coordinate with the Ministry of Planning and Investment to complete the appraisal, strive to complete, submit to the Prime Minister for approval of the investment policy in October 2024. After that, the following contents will be implemented.
