What is the direction of the Thu Thiem - Long Thanh railway route through Dong Nai?

The Thu Thiem - Long Thanh railway will run on the left side of Ho Chi Minh City Ring Road 3. Then it will run on the 7m median strip of provincial road 25B, cross national highway 51, go underground and follow route T1 to Long Thanh airport.
Dong Nai Department of Transport has just sent a document to the Ministry of Transport regarding comments on the pre-feasibility study report of the Thu Thiem - Long Thanh railway project. In which, Dong Nai agreed on the project route plan according to the pre-feasibility study report.
The railway will run on an elevated track within the 120m planning area of Ho Chi Minh City's Ring Road 3 through Dong Nai.
Specifically, Dong Nai proposed that the Thu Thiem - Long Thanh railway route will run on the left, above ground, within the 120m planning area of Ho Chi Minh City Ring Road 3. When in Nhon Trach district, it will turn right, go on the 7m median strip of provincial road 25B, cross National Highway 51, and start going underground to the T1 intersection with Bien Hoa - Vung Tau Expressway. Then continue along T1 to Long Thanh airport. According to the Department of Transport, the above route is basically consistent with the planning of Dong Nai province for the period 2021-2030, with a vision to 2050 and the general planning of Nhon Trach urban area. At the same time, it is also consistent with the land use planning of Nhon Trach and Long Thanh districts. Particularly, the section coinciding with Ho Chi Minh City Ring Road 3 will have some overlapping locations with the clearance boundary of the completion phase of this route. Therefore, the Department of Transport requested the Railway Project Management Board, Ministry of Transport to review to avoid overlapping with the items of the completed Ring Road 3. Regarding the location of the stations, Dong Nai province also agreed to arrange 12 stations through Dong Nai, including 8 elevated stations (from station S9-S16) and 4 underground stations (from station S17-S20). Dong Nai also recommended that for elevated stations, it is necessary to study and supplement the land area occupied on both sides of Provincial Road 25B, Ring Road 3 to arrange parking lots and pedestrian overpasses connecting to the stations. Agree on the plan to arrange a depot with an area of over 21 hectares in the area north of Long Thanh Airport, in Cam Duong commune, Long Thanh district. Regarding site clearance, the Department of Transport said that the section passing through the province includes a section within the scope of provincial road 25B (from Km18+500 to Km29+500) and route T1, connecting Long Thanh airport (from Km32+500 to Km45+500). These projects have completed site clearance and are under construction. Therefore, Dong Nai proposed to recalculate the land acquisition area and land type of the project in Dong Nai province.
Then the railway will also go underground on line T1 leading to Long Thanh airport.
In particular, in the written comments sent to the Ministry of Transport, the Department of Transport also said that the locality's ability to balance capital sources is currently very difficult because it has participated in 50% of the land clearance costs for the Bien Hoa - Vung Tau expressway and 50% of the total investment of Ring Road 3. Dong Nai proposed to use the land clearance costs of this project from public investment capital allocated from the central budget. In the pre-feasibility study report, the Thu Thiem - Long Thanh railway was proposed by the consulting consortium to be invested with a length of 41.83km, of which the section through Ho Chi Minh City is more than 11.7km long and the section through Dong Nai is more than 30km long. The Thu Thiem - Long Thanh railway is planned to be a railway line with the function of transporting passengers like an urban railway but connecting inter-regions. The railway is designed according to double-track standards, 1,435mm gauge, electrified. The design speed is 120km/h on the main line and 90km/h in the tunnel. According to the proposed investment scale, the project has a preliminary total investment of nearly 85,000 billion VND, equivalent to more than 3.4 billion USD (excluding interest). The project is expected to start construction in 2026 and be completed and put into operation in 2030.
The Thu Thiem - Long Thanh urban railway has been included in the railway network planning for the period 2021-2030, with a vision to 2050. Accordingly, by 2030, the Southern region will have 4 railway lines including: Bien Hoa - Vung Tau line from Trang Bom station to Vung Tau station, 84km long; Ho Chi Minh City - Can Tho line from An Binh station to Cai Rang station, 174km long; Ho Chi Minh City - Loc Ninh line from Di An station to the Vietnam - Cambodia border (Hoa Lu border gate) is 128km long; Thu Thiem - Long Thanh line from Thu Thiem station to Long Thanh international airport is about 38km long.
