Consulting on investment plan for Thu Thiem - Long Thanh railway

TEDI – TEDIS consulting consortium proposed the type of Thu Thiem – Long Thanh railway project connecting Long Thanh airport with Ho Chi Minh City as a mass rapid transit (MRT) urban railway.

The Ministry of Transport has just requested the People's Committee of Ho Chi Minh City, the People's Committee of Dong Nai province and a number of related ministries and branches to provide comments on the Pre-Feasibility Study Report of the Thu Thiem - Long Thanh Railway Project.

Specifically, the Ministry of Transport requested ministries and the People's Committee of Ho Chi Minh City and the People's Committee of Dong Nai province to study and provide comments on the content of the Pre-Feasibility Study Report of the Thu Thiem - Long Thanh Railway Project.

The contents that the Ministry of Transport consulted on included: the project's suitability with the local socio-economic development strategy, planning and plan; the need for investment; suitability in terms of objectives, location, scope, and expected scale; consensus on route direction, location and scale, area of ​​stations, land area for urban and industrial development related to stations (TOD); plans for connecting passenger and freight stations, control points, transport hub connections; overall plan for site clearance, support, resettlement, etc.

According to the proposal of the TEDI – TEDIS consortium, the Thu Thiem – Long Thanh railway project will be a mass rapid transit (MRT) urban railway; the maximum design speed selected is 120 km/h on the main line (90 km/h in the tunnel); the maximum operating speed is 110 km/h on the main line (80 km/h in the tunnel).

The route starts from Thu Thiem station, runs parallel to the left of Ho Chi Minh City Ring Road 3, crosses the Dong Nai River at a position about 62.5 m upstream from the center of Nhon Trach Bridge on Ring Road 3 (phase 1).

After crossing the Dong Nai River, the route still follows the 3rd Ring Road, going to the left of the 3rd Ring Road. At the intersection with Provincial Road 25B, the route turns left and enters the median strip of Provincial Road 25B.

At Long An commune, Long Thanh district, the route will go underground along the main planned road of the commune.

After the intersection of National Highway 51, the route will follow the North-South high-speed railway corridor, entering the middle of the median strip of the railway corridor along the No. 1 axis to Long Thanh International Airport. After entering the scope of Long Thanh International Airport, the route will have to enter the depot located in Cam Duong commune, Long Thanh district.

In total, the Thu Thiem – Long Thanh railway project has a length of 48.23 km, of which the length of the road leading to Cam Duong depot is 4.4 km; the main route length is 41.83 km, of which the section passing through Ho Chi Minh City is 11.75 km, the section passing through Dong Nai province is 30.84 km.

The entire route has 20 stations (including Thu Thiem station) including 16 elevated stations (S1 - Thu Thiem station, S2 - Binh Trung station, S3 - Do Xuan Hop station, S4 - Ba Hien station, S5 - Phu Huu station, S6 - Ong Nhieu station, S7 - Long Truong station, S8 - Thiec Dua station, S9 - Long Tan station, S10 - Phu Thanh station, S11 - Tuy Ha station, S12 - Nhon Trach station, S13 - Phu Hoi station, S14 - Phuoc Thien station, S16 station; 4 underground stations (S17 station, S18 station, S19 - Long Thanh T1-2 station, S20 - Long Thanh T3-4 station).

The route has 2 depot locations including: Cam Duong depot with an area of ​​about 21.4 stations located in Cam Duong commune, Long Thanh district, Dong Nai province; Thu Thiem small depot serving train parking, small repair station, train cleaning with an area of ​​1.2 hectares located at the same location as Thu Thiem station in An Phu ward, Thu Duc city, Ho Chi Minh city.

The traction vehicle of the Thu Thiem - Long Thanh railway has an axle load of 16 tons, traction power of 1500 VDC/overhead power supply; using distributed power train (EMU).

In the period 2035 - 2045, the line will use 9 4-car trains; in the period 2045 - 2055, it will use 28 4-car trains and in the period after 2055, it will use 31 6-car trains.

The total area of ​​land cleared for the Project is 140.11 hectares, of which the affected residential land area is 3.23 hectares, the area of ​​land planned for traffic is 71.05 hectares, the area of ​​agricultural and forest land is 27.2 hectares and the area of ​​other types of land is 38.63 hectares. The number of affected households is 302.

The total expected investment of the Project (excluding interest) is 84,752 billion VND, equivalent to 3.454 billion USD, of which the cost of compensation for site clearance and resettlement support is 5,504 billion VND.

TEDI – TEDIS joint venture proposed to use State budget capital combined with official development assistance capital to invest in the Thu Thiem – Long Thanh railway project.

If approved by competent authorities, the Thu Thiem – Long Thanh railway project will be implemented from the fourth quarter of 2026 to 2029; equipment and train procurement will be organized from 2028 – 2029; completion, trial operation and commercial exploitation will be carried out in 2030.
