According to the Department of Transport, Dong Nai's ability to balance capital sources is currently very difficult due to spending on many large projects at the same time.
Dong Nai Department of Transport has just sent a document to the Ministry of Transport regarding comments on the pre-feasibility study report of the Thu Thiem - Long Thanh railway project, including a proposal on capital sources for site clearance for the project.

According to the Department of Transport, the locality's ability to balance capital sources is currently very difficult because it has participated in 50% of the cost of site clearance for the Bien Hoa - Vung Tau expressway and 50% of the total investment in the Ho Chi Minh City Ring Road 3 section passing through the province.
The locality is unlikely to be able to cover the land clearance costs for the Thu Thiem - Long Thanh railway project. Therefore, the province has proposed allocating central funding for the land clearance costs of this project.
Along with that, the Department of Transport also said that for the land clearance work of the Thu Thiem - Long Thanh railway, the section passing through Dong Nai province has a route within the scope of provincial road 25B (from Km 18+500 - Km 29+500) and route T1, connecting Long Thanh airport (from Km 32+500 - Km 45+500).
These projects have completed site clearance and are under construction.
Therefore, the scope of influence of the Thu Thiem - Long Thanh railway line does not include the land acquisition area for 23km on provincial road 25B, route T1 and within the airport area.
Therefore, the province proposed to recalculate the land acquisition area and land type of the project in Dong Nai province. At the same time, recalculate the site clearance cost appropriately, refer to the site clearance cost of Ho Chi Minh City Ring Road 3 and Bien Hoa - Vung Tau Expressway, which are currently implementing site clearance.
Previously, at a working session with the Government delegation in early December, Dong Nai province leaders said that in order to invest in completing the infrastructure system to serve development, especially the traffic infrastructure system connecting to Long Thanh airport, the province needs tens of thousands of billions of VND in capital in the coming time.
Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, said that in the coming time, Dong Nai will participate in the implementation of Ho Chi Minh City Ring Road 4 and upgrade and expand provincial roads 769, 773, and invest in the construction of provincial road 770B to connect localities with Long Thanh airport. The total investment for the projects is about 20,000 billion VND.
Mr. Vo Tan Duc proposed resource support mechanisms for the province to invest in completing the infrastructure system, especially the traffic infrastructure connecting the airport to serve development needs.
Including a recommendation to the Prime Minister to allow localities to retain excess budget revenue in the 2025-2027 period for development investment needs.
At the same time, Dong Nai is allowed to register a deficit target with a total capital of about 7,000 billion VND in the period of 2025-2027. Of which, 1,000 billion VND in 2025, 3,000 billion VND in 2026 and 3,000 billion VND in 2027.
Along with that, Dong Nai also proposed that the Government consider and arrange for the province to issue local bonds to have resources for investment and development with the goal of completing infrastructure.
According to research by the TEDI - TEDI SOUTH consulting consortium, the Thu Thiem - Long Thanh railway has its starting point at Thu Thiem station in An Phu ward, Thu Duc city (HCMC), and its ending point at Long Thanh airport (Dong Nai).
The project invests in double-track standard, 1.435m gauge, electrified, with a total main line length of 41.83 km, depot approach length of 4.4 km.
The route has 30.67km of elevated roads (viaducts, river bridges); 15.13km of tunnels; 0.43km of dirt roads. The design speed of the Thu Thiem - Long Thanh railway is 120km/h on the main route, 90km/h in the tunnel.
The passenger transport capacity of the route is about 40,000 people/direction/hour; connecting the center of Ho Chi Minh City to Long Thanh airport and urban areas along the railway line.
Connected to Ho Chi Minh City urban railway No. 2 at Thu Thiem station; Bien Hoa - Vung Tau railway at S18 station; North - South high-speed railway at Thu Thiem station and Long Thanh station.
The consultant estimated the total project investment at approximately VND84,752 billion (equivalent to USD3.45 billion), invested with public investment capital. Of which, the cost of site clearance and resettlement support is approximately VND5,504 billion.
It is expected that the project will be approved for investment in 2025, striving to start construction before 2030, and be completed and put into operation from 2035.
