This shows the urgency of having solutions to develop renewable energy in rural areas, contributing to reducing greenhouse gas emissions, moving towards sustainable development and improving living conditions for people.
Benefits of developing renewable energy in rural areas
Rural areas are the areas where tens of millions of Vietnamese people currently live and produce goods accounting for about 16% of GDP. In the country's economic development strategy, regional and inter-regional development, creating premises to ensure sustainable development of rural areas as well as improving livelihoods and living conditions for people is always one of the priorities of the Party and State.

“ In the context of rapid scientific and technological progress, the cost of investment in solar energy technology is decreasing rapidly. Combining the development of solar power in effective agricultural production is a feasible solution to help Vietnam not depend on external energy sources, minimize land conflicts and reduce public investment capital used to build large-capacity power plants using fossil fuels .”
In that context, developing renewable energy for rural areas is considered an important solution. The benefits of developing renewable energy in rural areas include reducing monthly energy costs for households; improving living conditions and quality of life; supporting socio-economic development in rural areas; improving energy security and electricity independence.
However, other benefits are also significant, such as developing renewable energy in rural areas, contributing to promoting high-tech agriculture to reduce greenhouse gas emissions, taking advantage of available, on-site potential for renewable energy, especially biomass power. At the same time, increasing opportunities for people to access renewable energy development models, contributing to changing habits and culture of using energy sources.
Bringing policy closer to practice
In recent times, Vietnam has issued many important policies and solutions related to the development of renewable energy nationwide in particular and in rural areas in general. These include Decision 11/2017/QD-TTg, Decision 13/2020/QD-TTg of the Prime Minister on the mechanism to encourage the development of solar power in Vietnam; Decision 37/2011/QD-TTg, Decision 39/2018/QD-TTg on the mechanism to support the development of wind power projects in Vietnam. The policy of prioritizing the rapid and sustainable development of renewable energy was further strengthened when the Politburo issued Resolution No. 55-NQ/TW on February 11, 2020, on the strategic orientation for Vietnam's national energy development to 2030, with a vision to 2045.
In particular, a series of important policies related to renewable energy development were issued by the Government in 2024, such as Decree No. 80/2024/ND-CP, Decree No. 115/2024/ND-CP and especially Decree No. 135/2024/ND-CP issued on October 22, 2024.

According to experts, to develop renewable energy in rural areas effectively, attention needs to be paid to the following issues.
Firstly, there needs to be a policy to support the development of renewable energy. Without a policy to support it, the energy transition will be very slow. It is necessary to soon study and promulgate a detailed Renewable Energy Law, which will play a leading role in Vietnam's energy transition in the coming time.
Second is to encourage and support the community to develop and expand renewable energy models, such as green urban areas and green rural areas. Research and build a Renewable Energy Development Fund.
Third is to promote propaganda, dissemination, and encourage the participation of the whole society in developing the renewable energy market; raise awareness of the important role of developing and using renewable energy in socio-economic development.
Fourth is to study the application of local energy planning models. This is a planning method actively implemented by the local community, those who directly live in the area. Local energy planning is the process of people and local authorities working together to build a common energy plan to solve energy-related problems in the area, including renewable energy.
