On the morning of February 27, the Traffic Police Department (Ministry of Public Security) said that from March 1, people in need can go to the police headquarters of communes, wards, and towns where the application reception points are arranged or the Traffic Police Department of the provincial or municipal police to complete procedures for issuing, exchanging, or reissuing driver's licenses.
People need to bring the following documents: Application for changing or reissuing a driver's license according to the form; health certificate of the driver (except for those with A1, A, B1 class driver's license); copy or certified electronic copy of driver's license, citizen identification card; valid passport (for foreigners, Vietnamese people residing abroad).
In case the driving license is integrated with two classes and the person is in the period of having the right to use the driving license of one class revoked, the decision on administrative penalty in the field of road traffic must be submitted to change to the remaining class. If there is a need to change the driving license to a lower class, the person must clearly state in the application for change or re-issuance and is responsible for the declared content.
The fee for each change or re-issuance of a driver's license is 135,000 VND. People will receive the results after 5 days from the date of receiving the application. Driver's license information is updated on VNeID and the driver's license information lookup page of the Traffic Police Department after 3 days of receiving the application.
For the online form, people access the National Public Service Portal, then select the "Driver's License Exchange" service. Here, people choose the receiving agency, the reason for exchanging the driver's license, and then look up information about the issued driver's license using the driver's license number.
Next, people check their personal information and driver's license, then look up their health information using the health certificate code or citizen identification number, then view health details; then view instructions and upload a portrait photo.
The next step is to attach the application components according to the instructions, check the contact information, then commit to the information and click continue. People need to choose the form of receiving results, check the recipient information and enter the address to receive the results.
Finally, select "Submit application", you can review the information after successfully submitting the application. After clicking "Submit application", people have successfully registered for the license exchange service on the level 4 public service portal, waiting for the competent authority to approve and guide to supplement the application (if there is any error or missing information).
For online application, the fee is 115,000 VND per application. The time for returning results and displaying information on VNeID will be the same as when applying in person. Driver's license results are returned via postal service upon request of the individual.
Conclusion 121 of the Party Central Committee on summarizing the implementation of Resolution 18 clearly states that the function of testing and granting driving licenses is transferred from the Ministry of Transport to the Ministry of Public Security.
According to Circular 79/2024 of the Ministry of Public Security, effective from January 1, 2025, the police of communes, wards and towns will register motorbikes of organizations and individuals residing in the locality, except for three cases: Vehicles of confiscated origin, vehicles with auctioned license plates or vehicles with a cylinder capacity of 175 cm3 or more. For communes with specific areas, based on the number of registered vehicles, the nature of the area, and geographical distance, the Director of the Provincial or City Police will agree with the Traffic Police Department to decide on vehicle registration.
