On the morning of November 14, at the 39th session, the National Assembly Standing Committee reviewed and decided on the arrangement of administrative units at district and commune levels for the 2023-2025 period of 12 provinces and cities (including Hanoi).
Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son attended the meeting.
Presenting the plan to reorganize and establish district and commune-level administrative units in 12 provinces and cities, Minister of Home Affairs Pham Thi Thanh Tra said that Hanoi will reorganize 109 commune-level administrative units to form 56 new commune-level administrative units. After the reorganization, the city will reduce 53 commune-level administrative units.
In general, Hanoi and 11 other provinces and cities (An Giang, Dong Thap, Ha Nam, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc), the Government proposed to reorganize and establish 6 district-level administrative units and 361 commune-level administrative units to form 5 new district-level administrative units and 200 new commune-level administrative units. After the reorganization, 1 district-level administrative unit and 161 commune-level administrative units will be reduced.
Five provinces and cities (Hanoi, Ha Tinh, Phu Tho, Quang Ngai, Quang Tri) proposed not to reorganize eight district-level administrative units; 10 provinces and cities (Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc) proposed not to reorganize 258 commune-level administrative units.
Regarding the number of cadres, civil servants, public employees, and part-time workers at district and commune level administrative units: There are 136 redundant people at the district level; 3,342 redundant people at the commune level. The People's Committees of 12 provinces and cities have developed detailed plans to arrange, organize, and resolve the number of redundant cadres, civil servants, public employees at district and commune levels, and part-time workers at commune level in accordance with regulations.
Regarding the settlement of surplus public headquarters and assets after administrative unit rearrangement: District level has 9 surplus headquarters; Commune level has 329 surplus headquarters. The People's Committees of 12 provinces and cities have developed detailed plans to handle the number of surplus headquarters and public assets in accordance with regulations.
Reporting on the review of this issue, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that the Law Committee basically agrees with the content of the Project on rearranging district- and commune-level administrative units in the 2023-2025 period of 12 provinces and cities as submitted by the Government. The Project dossier ensures sufficient conditions to be submitted to the National Assembly Standing Committee for consideration and decision.
At the same time, based on the proposals of the Government and local authorities, it is proposed to determine the effective date of the resolutions from January 1, 2025, especially for the Resolution of Son La province, which will take effect from February 1, 2025, to create conditions for localities in preparing, perfecting the organizational apparatus, changing the seal and other necessary conditions for the operation of the administrative units formed after the arrangement.
Discussing at the meeting, members of the National Assembly Standing Committee expressed their agreement on the plan to arrange and establish administrative units at district and commune levels in 12 provinces and cities.
National Assembly Chairman Tran Thanh Man emphasized that the basic arrangement must be consistent with the relevant planning, ensuring the conditions and standards of the corresponding administrative types. He requested the Government to direct ministries, branches, and provincial and municipal authorities to urgently review again the plans for arranging commune-level administrative units.
At the same time, it is required that the work of arranging administrative units needs to unify awareness and ideology in Party committees and local authorities; strongly propagate among the people; stabilize the activities of the political system in the area, not to cause major disruptions to redundant cadres; not to waste the headquarters of agencies and units after arranging administrative units...
At the meeting, with 100% of the members present voting in favor, the National Assembly Standing Committee approved 12 draft resolutions on the arrangement of district and commune-level administrative units for the 2023-2025 period of 12 provinces and cities. The resolutions take effect from January 1, 2025, except for the resolution of Son La province from February 1, 2025.
