Specifically, from 8:00 p.m. on July 30 to 8:00 p.m. on July 31, flooding is expected to affect certain areas of Beijing, Hebei, and Shanxi. Local authorities are advised to strengthen real-time monitoring and implement flood warning measures while preparing evacuation plans.
The CMA also issued a Yellow alert for floods on medium and small rivers in many areas of Beijing, Hebei, Shanxi and Henan, and extended the Orange alert for floods in southwestern Beijing and central Hebei.
China's weather warning scale has four levels, with red being the most serious, followed by orange, yellow, and blue.
Meanwhile, in South Korea, the Ministry of the Interior and Safety began activating the Central Disaster and Safety Management Committee as Seoul and several other areas were warned of heavy rain.
Authorities have raised the heavy rain warning from “caution” to “vigilance,” according to Yonhap news agency. At 6 p.m. local time, the ministry began activating the first phase of the committee. The government has directed the Central Disaster Prevention and Safety Management Committee to follow three phases: preparing for a major crisis or disaster, overcoming the consequences of a disaster, and post-disaster recovery efforts.
The committee was activated as the Korea Meteorological Administration forecast heavy rains in the central and northwestern Jeolla provinces on the evening of July 30.
In Seoul, a section of the subway from Seoul Station to the Geumcheon District Office was suspended for 25 minutes. KTX and other train lines passing through the area were also suspended. Traffic was restricted on some roads in Seoul, including the route leading to the National Assembly in western Seoul, due to heavy rain. By 9 p.m., heavy rain warnings had been lifted in some areas of Seoul.
The emergency response committee has directed relevant agencies to strengthen monitoring of areas at risk of landslides or other emergencies due to heavy rain and evacuate people in affected areas if necessary.
