At the meeting, Deputy Minister of Planning and Investment (MPI) Tran Quoc Phuong said that in August 2023, the Prime Minister assigned the Ho Chi Minh City People's Committee to be the focal agency to synthesize the implementation of the construction of Ho Chi Minh City Ring Road 4. This is a very large-scale project, implemented under the public-private partnership (PPP) method.

The Ministry of Planning and Investment has worked with localities where Ho Chi Minh City Ring Road 4 passes through, and proposed combining component projects through 5 localities into one overall project. The Prime Minister will assign an agency to study the overall pre-feasibility report and submit it to the National Assembly for approval of the project's investment policy.
At the same time, propose specific policies to be included in the resolution approving the investment policy of the National Assembly, such as: Using this local budget to support another locality, or performing expenditure tasks from the central budget; the proportion of State capital participating in the project; local adjustment of planning; designation of contractors for a number of packages on technical consultancy, relocation of technical infrastructure, compensation, resettlement, etc.
Deputy Minister of Transport Le Anh Tuan said that the Ministry has agreed with localities on the scale, investment phases, technical standards and related items.
Concluding the meeting, the Deputy Prime Minister requested the Ministry of Transport to coordinate with localities to reach an agreement and issue a document recommending that the Prime Minister assign the Ho Chi Minh City People's Committee as the competent authority to prepare a pre-feasibility study report for the overall project.
In addition, the Ministry proposed mechanisms, policies, and specific features in the draft resolution approving the National Assembly's investment policy.
Ho Chi Minh City is responsible for urgently coordinating with localities to urgently complete the pre-feasibility study report on the Ho Chi Minh City Ring Road 4 Construction Investment Project under the public-private partnership (PPP) form, and submit the dossier to the State Appraisal Council in November 2024.
Localities continue to prepare investment steps as soon as possible, including plans to balance local budgets for the project.
The total length of Ho Chi Minh City Ring Road 4 is expected to be about 206.72km, of which Ba Ria - Vung Tau is 18.23km, Binh Duong is 47.95km, Ho Chi Minh City is 16.7km, and Long An is 78.3km.
Phase 1 will carry out site clearance once according to the approved plan (74.5m), complete 4 expressway lanes, 21 interconnecting intersections, build parallel roads, residential roads on both sides of the route according to traffic needs of each section and each locality.
