Implementing Decree 37/2023/ND-CP on the establishment, organization and operation of the Farmers Support Fund

This afternoon, December 29, the Farmers' Association of Quang Tri province held a conference to implement Decree No. 37/2023/ND-CP on the establishment, organization and operation of the Farmers' Support Fund; and to quickly report the results of the 8th Congress of the Vietnam Farmers' Association, term 2023 - 2028.

On June 26, 2023, the Government issued Decree No. 37/2023/ND-CP on the establishment, organization and operation of the Farmers Support Fund. The Decree consists of 8 chapters, 54 articles and takes effect from August 8, 2023.

The operating principles of the Farmers Support Fund are financial autonomy, not for profit, openness, transparency, capital preservation and development; limited liability within the scope of the Farmers Support Fund's equity capital; properly performing the assigned functions and tasks according to the provisions of law.

The Farmers Support Fund operates with the goal of supporting members in building and replicating effective production and business models, contributing to increasing income and improving farmers' lives; creating resources, conditions and tools to unite and gather farmers into associations, contributing to building associations and farmers' movements.

At the conference, delegates discussed and clarified the contents of the Decree such as the legal status of the Farmers Support Fund; the organization and operation of the established and newly established funds; the standards and conditions for appointing and reappointing the chairman and members of the fund's board of directors; splitting and merging the Farmers Support Fund; the responsibilities of relevant agencies and organizations. At the same time, they gave opinions and discussed the difficulties and obstacles in implementing the fund locally.

Also at the conference, representatives of the Provincial Farmers' Association leaders briefly reported the results of the 8th Congress of the Vietnam Farmers' Association, term 2023 - 2028. Accordingly, the congress was held from December 25 - 27, 2023 with a total of 995 delegates attending. The congress discussed and approved many important documents; elected the Central Executive Committee of the Vietnam Farmers' Association, term VIII, term 2023 - 2028; determined the goals and tasks of the new term...
